OMSIP director said key to health, hospitals merger The recent appointment of the commissioner of the Ontario Services to the post of executive director of OMSIP is regarded as the key to a proposed merger of Ontario's health and hospital plans. Government sources say the move of Dr.

J. W. Aldis was made in anticipation of the merger which could occur when the province joins the federal medicare plan scheduled to begin July 1, 1968. Today, one of them bluntly rejected Mayor-elect William Dennison's suggestion that they might like to provide the extra $3.000.000 to build the St. Lawrence Centre for the Arts.

The Star asked Lord Thomson of Fleet how he liked the idea. "Not at all," he replied. "I'm not very interested in art and I'm very interested in that Mr. Dennison said today he hoped well-to-do Toronto expatriates would play Santa Claus and provide enough money to keep centre alive as the city's major centennial project. However, the civil service recommendation is to merge both plans in a huge, highly computerised operation, once they both become compulsory.

NIXON CRITICAL Meanwhile Liberal party House leader Robert Nixon issued a long statement today criticizing the government's administration of OMSIP and claiming it should be combined immediately with OHSC to avoid duplication of administration. "It is my understanding," he said, "that my belief is shared by those civil servants who were instructed by the government to investigate the feasibility of such an administrative merger." "A great number of constituents have experienced embarrassment or have had to make temporary financial sacrifices because of OMSIP's three to fourmonth delay in paying medical services claims. It's my understanding that payments on claims, particularly for those filed by patients rather than doctors, are delayed up to five months," he said. "For thousands, this means that they must either delay for an embarrassing. ly long period their remittance to the family doctor or pay the doctor and endure the financial burden themselves for that period.

Certainly for families on a marginal income this creates serious financial problems." Nixon said Health Minister Dr. Matthew Dymond had admitted that the government failed to anticipate an obvious volume of claims at OMSIP. It has forced more than 650 employees of OMSIP to spend long hours in revising method of handling the unexpected rush, he said. Mr. Nixon said, at one point, soon after OMSIP started early this year hundreds of employment agency secretaries were reported to have been sitting in OMSIP's St.

"We will approach all who we think will help out to keep the project alive," he said. And that includes entertainers and giants in the business world such as Garfield Weston and Lord Thomson of Fleet, he said. Dennison asked Metro Chairman William Allen to arrange a meeting between the Metro executive, board of control and the Toronto Arts Foundation which is supervising the centennial project. Mr. Allen suggested the meeting Wednesday after tenders revealed cost of the project would be $3.000,000 over the estimated cost of $5,450,000.
