Winston Salem North Carolina Winston Salem Journal Wednesday Morning March 18 1970 Page 3 Sheriff Shore Says lie Is Not Running Sheriff Ernie Shore who will be 79 next Tuesday said yesterday he will not seek re election this year lie has been Eorsyth County sheriff since 1936 Shore told the Journal he will support one of his deputies Manly Lancaster for the job Asked if he was considering another office Shore answered not even running for dog Besides Lancaster four other candidates have filed for the job They are (Gene) Kessler a 24 year veteran of the Winston Salem police depart ment Grover Shugart a orsyth 'County commissioner James Myers owner of the Gold Leaf Supper Club and William Skidmore a Western Electric Co employe who runs a collection agency and office furniture business Lancaster Shugart and Myers are Democrats The others are Republicans The orsyth Board of County Commissioners on March 2 set the salary at $15324 In the last election in 1966 Shore won the closest election of his career He de feated Skidmore 19594 to 16616 The city vote is what did it In the county Skidmore got 8132 to 5142 Rumors that Shore was planning to retire have been circulated as far back as 1963 Lancaster is considered heir apparent He has been a deputy for 19 years and is the only candidate with a college degree Shore was born in East Bend and graduated from Guilford College in 1914 He spent 10 years in major baseball as a pitcher for the Boston Red Sox Baltimore Orioles and New York Yankees It was against the Washington Senators that Shore threw a no hitter for the Red Sox on June 23 1917 When Babe Ruth was thrown out of the game after pitching to one man Shore came in retired 26 consecutive batters and was credited with a perfect game Shore worked as an au tomobile dealer when he left baseball from 1922 to 1931 or five years he sold insurance be fore he was elected to his first term as sheriff ERNIE SHORE to back deputy Oft! counters Charlotte School Plan Drafter Confident on High Court Review PROVIDENCE I (AP) Dr John inger who helped draft the plan for integrating public schools in Charlotte NC said Tuesday the plan will end up being reviewed on its merits by the US Supreme Court inger director of education al services at Rhode Island Col lege said he was not dismayed by the ruling Monday It left standing pending GREENSBORO The commissioner of Internal Re venue said yesterday that although the problem organized crime will not be wiped out overnight the pro gress that has been made has been Randolph Thrower who was appointed chief tax col lecter by President Nixon last year told newsmen in Greensboro yesterday that the elimination of organized crime is a top priority item of the Nixon administrations The time spent on the 1969 ict Scott Is Cautious About Busing Ruling By Joe Doster Journal Raleigh Bureau RALEIGH Gov Robert Scott is taking a cautious view of the US Supreme ruling in the Charlotte school integration case At his press conference yesterday Scott said he was not sure that the ruling had real although it has received varying in terpretations by the experts Technically the court refused to overturn a ruling of the 4th Circuit Court of Appeals in which it granted a delay in school busmg and asked the district court to develop more information for a complete hearing on the plan Other sections of the plan wul require rezoning The appeals court did not delay the district court order on that subject Scott said it would be nice to think that the Supreme Court decision signalled an easing of pressure on Southern schools to integrate now No Second Guessing not going to try to second guess the court I want to project any speculation about what the Supreme Court is doing may be that the appeals courts wanted more information and the Supreme Court want to intervene It had asked for information on how many students would be involved exactly how many buses would be needed may be that the Supreme Court just agreed with the appeals Scott said his optimistic reaction to the decision while he was in Pittsburgh Monday was in reply to a question based on incomplete and inaccurate information about the ruling Campaign Role On this role in1 the election campaigns this year Scott said going to support very strongly the Democratic no minees for Congress and "the General and local office they want me against them then do that and in some cases that might help them and if they want me to come out for they do On statements by the national Democratic party chairman Larry bill into law Maddox said he had re ceived word from Atlanta Police that his son and another man were being held in connection with the burglary of a Roswell Road service station in unin corporated was convicted on Jan 4 1966 of burglary and sentenced to a $1000 fine and five years probation providing he make full restitution to the store man ager The manager claimed a $2900 loss but this was after his father told newsmen of the arrests The student legislature of Wake orest University will consider a bill tonight to sus pend the tSudent Honor Coun cil Dr James Ralph Scales university president is also expected to appear before the legislature to and university actions during a recent incident in volving a Negro student who refused to leave the campus after being suspended In a student hearing last night the bill brought before the legislature by George Bryan a student but not a legislator was discussed The legislature had to suspend its rules to allow Bryan to introduce the bill because ordinarily only student legislators can introduce bills bill asks that the Honor Council be suspended for 30 days to allow a special committee of the legislature to finish its investigation of the procedures The bill also asks that the legislature use its power to reword the student constitution to remodel the council Cheating Trial The issue of the council developed several weeks ago when Steve Bowden a Negro student was tried for cheating on a semester examination Bowden was found guilty and suspended by the council but the faculty executive committee changed the punishment and placed Bowden on probation The campus Afro American Society then charged the council with being prejudiced and demanded that the council be suspended The basic complaint against the council in bill is that its procedures are too vague to allow students to have fair trials The bill states that students accused of a violation of the honor code do not know all of their rights before a trial begins An honor council member attending the student hearing last night said that several of the procedures are known to the accused student before a trial Complaints in Bill Other complaints in the bill by Bryan are that those on the honor council who decide if an accused student will be tried also take part in some of the proceedings of the trial that a student can have for his defense only someone from the council and that the proceedings of the council are obscure to the student body because open trials which any student may attend are rare The legislature recently passed' a resolution asking Scales to appear tonight and explain university actions in the recent situation involving Omega Wilson Wilson a Negro student from Mebane was accused cheating on a semester ex amination but would not be tried by the Honor Council The Afro American Society asked that case be tried by the faculty committee The committee refused to try Wilson suspended him and gave him 24 hours to leave campus Wilson refused and the school received a court in junction keeping Wilson from the campus The Professional Photographers of North Carolina announced winners in 34 photography Society Brand1 WASHINGTON (UPI) Sen Joseph Tydings Md charged Tuesday that Supreme Court nominee Harrold Carswell failed to disclose that the former chief judge of the 5th US Circuit Court of Appeals had changed his mind and refused to testify in support of his nomination Tydings one of chief opponents said the lorida judge said word about the change of mind by Elbert Tuttle who retired as head of the court in 1967 about two years before Cars well was named by President Nixon to serve on the appeals panel Tuttle according to Tydings informed Carswell in a tele phone call at 7 am Jan 28 that he had changed his mind and could not support the nomination in testimony before the Senate Judiciary Commit tee which later confirmed the nomination on a 13 4 vote At the same time Tydings said an earlier letter from Tuttle expressing willingness to testify for Carswell was left in the record A day later saiid Tydings former lorida Gov LeRoy Collins referred to the letter expressing his support Carswell As the Senate debated controversial nomination Tyd ings produced telegrams from Tuttle in which the retired judge said he had informed Carswell in the early morning telephone call I had
