1879 The Institute was called to order at 11 am tho president 01111 lathe chair The exercises were opened with prayer and In the absence) of the secretary 0 Leggett was chosen secretary pro tern Verbal reports were submitted by Messrs Waters Leggett Shaw Burgwin lood and Wade and Misses Crockett Rockford Ruff ner and Withers read written reports and in her absence tho report of Mrs 8 Tuttlo was read by the president A class exercise on latitude longitude and time wan conducted by Mr Wade At 1 the Institute adjourned for half an hour for refreshment and on reassembling listened to a paper by Miss Crockett on grams in Grammar" ollowing the above Mr Babb read an ex cellent paper abounding in useful suggestions a casual remark in which called forth a lively discussion on the merits of Latin Class exercises on and Common ractions" conducted respectively by Leg gett and Shaw closed the work of the day and tbo institute adjourned till 7 At the night session Sebastian of Co lumbia favored tho Institute and many visi tors with a fine address on the need and im portance of the common school At the beginning of tho second ses sion it was voted that a committee of five be appointed to confer with tho Text Boek con vention to be held next January that of this committee the president be chairman Tho committee was completed by the addition oi tho names of Miss Crockett Mrs Tuttle Messrs Waters and Shaw After some discussion of the merits of vari ous Text books the audience was entertained by a spicy essay by Miss Salmon entitled in the School which called forth much praise This paper as also that of Mr Babb were requested by the Institute 1 for publication The Query Dox was found to contain a num ber of questions on subjects amusing and in teresting which were answered by the teach ers present Messrs Reynolds Singleton Murry and Miss lood wero received as new members A motion was made and carried that the chair appoint a committee of throe to confer with tho Dean of the Normal faculty of the Missouri State University with regard to a University Institute to bo held during tho winter Alter passing a vote of thanks to the people of tho vicinity tor the generous hospitality offered to Its members the Institute adjourn ed subject to call of the Executive committee Throughout the session the more arduous labors ot the Institute wore interspersed with sweet Staler Smith planned the bridge in 18G8 and in September of that year tho work ot construction be gan and was finished in May 1871 The bridge was opened for travel on May 29 1871 costing tho owners the St Charles Bridge Company nearly $2 000000 The bridge was leased to the railroad company under a perpetual lease and at an annual rental from $150000 to $200000 About a year ago the newly organized railroad company purshased tho bridge and refunded the bridge bonds Tbo bridge and approaches form an outline of a letter 8 and had a total length of 6640 feet the St Charles ap proach being 1472 feet in 46 spans of iron trestle work similar to the Eaet St Louie trestle to the St Louis bridge Tho bridge proper was 2178 feet in seven spans haying a clear elevation above the ordinary stage of water in the river of about eighty feet The Si Louie county approach was 2880 feet in 90 spans of iron trestle The piers in the river are 30 feet by 16 feet at the base and 20 by 7 at the top and rust on caissons These pi ere are of Grafton limestone and are from 92 feet to 145 feel in height from the bed of the river The seven spans of the bridge proper were of various lengths and independent of each other their ends resting about three feet on the top of the piers The west or St Charles span No 1 was 305 feet long Nos 2 and 3 each 317 feet long No 4 span 321 2 8 feet iong and Nos 5 6 and 7 each 308 feet Spans Nos 1 2 6 and 7 were of the dock truss plan or with the trestle work underneath the floor Spans Nos 3 4 and 5 wore of the double triangular trestle girder plan and with the trestle work above tho flooring The girder pieces of these three spans were of cast iron 15 feet long 18 inches in diameter and weighed about 6500 pounds each The other iron work was proportionately as large and was of wrought iron All the spans were constructed to stand a working load of 23000 pounds to she square inch and the estimated heaviest load that could over be brought to bear on it was
