ii I Mormon county, Sapulpa and Brls- tow. Okfske county, Okemah Seminole county, Weewoka Scott county, Wetumpka Eufala and Cheetah Washington. Dec. 19. Secretary Hitchcock has been requested to appear this morning before Senator Clark's committee which went to Indian Territory to look into the status of When he geta there he is apt to be told that by his order reserving 1,600,000 acres in the Choctaw Nation from allotment, with the idea of giving the Government an opportunity to pur- chaae it at a bargain, he usurped one of the most cherished functions of Congress, which is that of making laws.

Mr. Pinchot of the Forestry Bureau told Secretary Hitchcock the other day that wily lumbermen were inducing to allot on sterile timber land of the Kiamichi Mountains and then buying the timber rights at a price that was robbery. Thereupon the Secretary dispatched an order reserviug 1,600,000 acres, from allotment, declaring he would endeavor to have Congress buy it for a reserve and thus outwit the grafters. Some say the order originally called for the reservation of 6,000,000 acres, out that, becoming somewhat apprehensive, he cut it down first to 4,000,000 and then to 1,600,000 acres. But, whatever the area, Congress had enacted last spring a law that all lands should be subject to allotment, so that the Secretary's order was almost a repeal of an act of Congress.

This is what has made Senator. Clark's committee indignant. Besides, its sev eral members have gotten about three pecks of telegrams from the Territory, which make a vehement protest. Many of them say much of the land reserved is now in cultivation by men who would have to seek homes elsewhere if the Secretary's order is law. point out that the appraised value at which the Secretary proposes to buy la merely an arbitrary figure used to convenience an equitable distribution of the property among the tribe.

They say that actually the land is worth very much more than 26c an acre, and that, if given a little liberty, the Indians can make a far better bargain than Secretary Hitchcock offers.
