Jan. was a two hours' session of the joint conference between the delegates from the United Mine Workers of America and those from tlie Interstate Operators' association, at wliich so much buj feeling was engendered that it was deemed advisable to adjourn to allow the feeling to subside. The wrangle started when tha credentials committee reported a division on the matter ot admitting the delegates and operators from the state of Iowa, which was decided by the chairman against the miners and continued until Chairman Bogle had called Delegate Rjan a damnable liar.

Immediately upon calling the session to order. Chairman Bogle asked for the report of the committee on credentials, and Chairman Dilc'ner reported it had been decided that the states of Indiana, Ohio, Pennsylvania and Illinois were entitled to representation in the joint conference. When it came to considering the admission of the state of loNva, there was a division, the members from the operators opposing and those from the miners favoring it. The roll call was had and naturally resulted in a tie. The chairman then announced he had resolved from his reading and interpretation of the laws governing the session of conference, he was entitled to cast the deciding vote, and voted no, thus the state.

The report of the committee on rales "and order of business was read amid great confusion. A number miners having taken umbrage at the ruling of the chair, bRgan to leave tlie hall, and before the hour of adjournment had arrived half of them had taken their departure. The delegation from the tarious states were next asked to appoint a scale committee of four members with four alternates from the minors and operators, anil the following names were handed in for Oh'o: 11. Jan. assembler In I'ail Mall, the war olttvo, and those priMleged to a i iu the lobbies, roliK Uutly dispersed at nuduigUt after the linal word th.it nothing moiu would be announced. The morniuq papers went to press with conji'ciuivi, and forecasts of all sorts, striving to guess out something from Spiou kop. Topography maps shows Spion kop is the highest part of a rocky plateau. Eastward for eight miles are the Boer positions along the Tugela.

Northwestward from Spion kop the plateau runs gradually up to a gix-OA spur of the Dr.ikensburg. General Buller's infantry, to reach the summit of Sp.ou kop, must cross a natural glacis of a mile wide, and climb OU test up a steep slope. Nobody here seems to know, not even the war ollice, what Lord Roberts has done with his large reinforcements. Six thousand troops awaited his arrival at Cape Town, and since then 6,000 others have reached there. Military critics are all hoping Unit a good share of these 12.000 have gone to help General Buller, and they argue that a few days' wait may make him strong enough to overcome the deadlock.

There are 19.000 troops at sea. and this heavy weight on the British side Is expected to destroy the equlli- bruiu now existing on every field of operation. The British losses up to date in killed, wounded and captured, according to General fuller's last list, -total 8,21 men. F. W.
