12 Tuesday, July 26,1988 Briefly Fall registration begins at KW Registration for the fall semester at Kansas Wesleyan is open through Aug. 30. Students can register between 7:30 a.m. and 4:15 p.m. Monday through Friday in the registrar's office, room 107 of Pioneer Hall.

Wesleyan classes begin Aug. 31. Students can add courses until Sept. Hayden to attend ribbon cutting HILLSBORO Gov. Mike Hayden is scheduled to attend a ribbon- cutting ceremony Monday for 13.7 miles of new pavement on U.S.

Highway 56 between Hillsboro and Marion. The ceremony is scheduled to begin at 11 a.m. near the intersection of U.S. 56 with Canada Road, which is about halfway between the towns. The new section of road begins east of Marion at the junction of U.S.

Highway 77 and heads west to the Kansas Highway 15 junction west of Hillsboro. The project cost $12.6 million. County Republicans plan picnic The public is welcome to meet Saline County Republican candidates at a potluck picnic at 6:30 p.m. Sunday at the Cavalier Club, 716 N. 12th.

The picnic, sponsored by the Saline County Republican Women's Club, will give the public an opportunity to meet the GOP candidates and hear their views on this year's campaign issues. A fund-raising auction of baked goods and various items will follow the event. Two regents to visit Kansas Tech Two members of the Kansas Board of Regents and several regents staff members are scheduled to visit Kansas College of Technology today to review the school's engineering technology program. Regents Richard Senecal, Atchison, and Linwood Sexton, Sedgwick, will visit the school as part of a review of engineering programs at regent schools. The group is scheduled to be at Kansas Tech from 8 a.m.

to 3:30 p.m. in the audio visual center of the technology center. Programs at regent schools are reviewed every five years to check program duplication and advancements. Charges sought in car ramming Salina police are seeking a charge of criminal property damage against a 21-year-old Salina woman in connection with a disturbance Sunday evening in which she allegedly rammed a Salina man's car. Fred H.

Toler, 31, 713 Smith, reported to police Sunday that he was driving in the 1200 block of Hartford about 9 p.m. when his former girlfriend, Shana M. Rohleder, 2109 Nottingham, started following his car. After Toler stopped to let a passenger out of his car, Rohleder rammed Toler's car, police said. Rohleder continued to follow Toler and rammed his car again on Canterbury, police said.

The two cars stopped and Toler and Rohleder started arguing until they were separated by witnesses and police officers. Toler's car suffered $700 in damage to its left door, rear fender and bumper. Primary absentee ballots available Voters who will be out of Saline County Aug. 2 for the primary election can vote by absentee ballot in the county clerk's office until noon Monday. Ballots for hospitalized and disabled voters can be taken out until noon Aug.

2, County Clerk Shirley Jacques said. The last mailing of absentee ballots to voters who requested them will be made Friday. All absentee ballots must be returned to the clerk's office by 7 p.m. Aug. 2.

Public hearing set on family issues A public hearing for the governor's Commission on Children and Families is scheduled for 9:30 a.m. Wednesday at the Hays Public Library. The commission will advise Gov. Mike Hayden on state policy changes and legislative recommendations for the 1989 session. Those wishing to appear before the commission can schedule a time by calling Ann Colgan, Hayden's staff director, at 296-3011.

Speakers are asked to provide a written summary of their remarks and other supporting materials that might be important. The hearing will be in the basement of the library at 1205 Main, Hays. Salinan on probation in drug case A man sentenced in April to serve one to five years in prison for the attempted sale of a stimulant drug was placed on probation Monday after a judge reconsidered his sentence. Danial R. Poague, 24, 1432 Teakwood, was placed on a four-year probation by District Judge Gene Penland.

Penland based his decision on a report from officials in the prison system who evaluated Poague and a local court services report. Poague was convicted along with Carla M. Koelliker, 23, also of 1432 Teakwood, for the attempted sale of methamphetamine, a drug commonly referred to as crank or speed. Penland told Poague that his sincerity about changing his behavior would be shown on how well he does on probation. "I'm not trying to fool you," Poague told the judge.

"Some people do," Penland said. As conditions of his probation Poague must live in a halfway house, not use alcohol or drugs, submit to random urine analysis and undergo outpatient treatment. Judge denies probation on theft case A man sentenced to one to five years in prison in May for the theft of $16,410 in rings will stay there, a judge ruled Monday. District Judge David Knudson refused to grant probation to Rafe Davis, 24,708 Hancock. Davis admitted to taking numerous rings from Vernon Jewelers, 123 N.

Santa Fe, on March 3. He committed the theft while free on bond awaiting further court proceedings in a vehicle burglary case. After his arrest he cooperated with police, who eventually arrested a co-defendant and recovered some of the rings. Knudson said Davis has an extensive criminal record stemming from the time he was a juvenile offender. He said Davis was a danger to the community and should not be granted probation.

Man sent to prison on drug charge A Salina man was sentenced Monday to three to 10 years in prison for possessing cocaine after a judge said he had been given a prior opportunity for rehabilitation. Harold 0, Wood III, 27, was sentenced by District Judge David Knudson, who denied probation. Wood was sentenced for possessing cocaine residue. The residue was discovered inside a car he was riding in when the car was involved in an accident with a bus on old Highway 40 west of Bavaria. Knudson said Wood had an extensive record of alcohol- and drug- related convictions and 25 traffic charges since 1978.

Wood also had been given past opportunities to clean up his drug problem, the judge said. The judge's main concern was no longer Wood's rehabilitation. Democrats endorse candidate TOPEKA (AP) Breaking with party tradition, Lyon County Democrats have endorsed Jim Rinker over John A. Barnes for the party's congressional nomination in the 5th District of southeast Kansas. Ray Fowler, Lyon County Democratic chairman, said Monday the endorsement came at a meeting Sunday in Emporia of the county central committee, precinct committee members and other interested Democrats.

However, state Chairman Jim Parrish of Topeka and 5th District Chairwoman Ruth Shumaker of Eureka said the Democratic state and district organizations would remain neutral in the Rinker-Barnes race for the congressional nomination in the primary election Aug. 2. Parrish confirmed he encouraged Rinker to seek the nomination. He said Rinker contacted the state party to discuss running for the nomination and he never heard from Barnes. Barnes has said the news media and Rinker are giving Democrats in southeast Kansas the impression Rinker has party support.

It's unusual for the party organization to make an endorsement in the primary, Fowler said, but Lyon County Democrats have not forgotten 1984. Four years ago, Steve Dickson, an Emporia native who moved back to his home town from Topeka to run for the Democratic nomination to Congress, was upset by Barnes. Barnes did little campaigning following his primary election victory over Dickson in 1984, and lost the general election to Republican incumbent Bob Whittaker. Man wants recipes to cook catfish By Harris News Service HUTCHINSON Many animals are protected under state law, but "battering" the Official State Fish of Kansas could net you $200. A Lenexa man who plans to open a deep-fried catfish stand at the Kansas State Fair is offering the prize money for the best batter recipe.

Jim Bell, a mild-mannered packaging salesman in daily life, emerges every September for the nine days of the fair to sell funnel cakes, hamburgers, onion rings, fried cheese and other finger food from a series of stands near the Old Mill on the fairgrounds. This year he will add a stand called Kansas Catfish Kitchen, or maybe Cajun Catfish Kitchen. It depends on what recipe he chooses. "It was the state fish, and nobody has it, and on the fairgrounds you look for something different," Bell said. Besides, if you want to cook an official state life form there aren't a lot of choices besides the sunflower.

"I don't think they'll let us serve meadowlark." The fish, 1.5- to 2-pound, grain-fed channel cats, will come from Culver's Fish Farm, McPherson. He hopes to sell 1,000 pounds of catfish the first year, Bell said. Brent Culver said providing 1,000 pounds of fish will be a drop in the live-well for his company. State-owned car sustains damage from vandalism TOPEKA (AP) Weekend vandals did minimal damage to a state car issued to Attorney General Robert T. Stephan when they sprayed it with a fire hose, a Stephan spokesman said Monday.

Topeka police are investigating the incident, in which someone rolled down the car's passenger window, stuck a hose from a nearby fire hydrant inside and turned the water on. "It's drying out," said Neil Woerman, Stephen's chief of staff. "It was clean water, and that will dry out. It isn't like getting flood water in a car. Otherwise, it shouldn't be damaged." Woerman estimated the damage to the car at a few hundred dollars.

Stephan said the water in the car caused the car's horn and his electric garage door opener to short circuit. "Some of the radio and telephone control heads will likely be the primary damage," he said. "The main radio equipment is in the trunk, and that wasn't damaged." Brooks said police officials are working with Topeka Fire Department officials to determine whether any of the city's fire hoses were stolen.
