ANNAPOLIS (AIM House Speaker Casper Taylor unveiled Wednesday his proposal to allow competition among electric companies, with features that are more favorable to residents and the environment than a similar bill in the Senate. "I feel pretty good about this thing," said Taylor, who gave competition no better than 50-50 odds of passage a week earlier. "We've been able to get through it without the utilities or the industry jumping out of the boat." Glenn Ivey, chairman of the Public Service Commission, said two areas of concern among regulators about the Senate bill involved safeguards for the environment and plans for how to value existing generation plants. But he said both areas were resolved in the House version.

"The Public Service Commission is excited about supporting this bill," he said. "It helps jump-start this large process." The goal of legislative leaders is to allow a choice among electric providers like long-distance phone companies, in an effort to reduce rates. But the widespread concern is that larger companies may enjoy the benefits of competition with lower electric costs, but that residential customers might suffer. Both the House and Senate versions would cap residential rates for the first four years of competition. The People's Counsel, a state 177.

8, 1999, at William Hill Manor, Easton. She was 87. Born July 20, 1911 in New York, she was the daughter of the late Harold E. Porter and Charlotte Thompson Porter. On June 22, 1931, she married Austin N.

Steele. She was raised and educated on Long Island, Y. and was a teacher of grades kindergarten through third at Fox wood School and Greenvale School, a private and parochial school on Long Island from where she retired in 1960. In 1961 she and her husband purchased property on Bar Neck Road, near Cambridge. In 1965 they retired to their home on Steele Landing and the property was used as a tree and grain farm.

Mrs Steele was a member of the Dorchester County Historical Society, Cambridge Women's Club, Dorchester General Hospital Auxiliary, Cambridge Yacht Club and Dorchester Heritage Museum In addition to her husband, she is survived by nieces and neph ews A son. Gien Porter Steele; a sister. Babe Porter, and a stepmother, Eleanor Porter, are deceased A memorial service will be held 1pm. Monday. Feb 15.

Cambridge William B. Eason CHESTERTOWN William Blake Eason of Chestertown died from cancer Tuesday, Feb. 9, 1999, in Kent and Queen Anne's Hospital, Chestertown. He was 65. Born Aug.

5, 1933 in Wilmington, he was the son of the late Frederick Becker and Mary Maude Stevens Eason. After serving in the U.S. Air Force from 1952 to 1978, he retired at Dover Air Force Base as a chief master sergeant (E-9). He was a past commandant of the USAF Leadership School at Dover Air Force Base. He was a past president of the Grasonville Volunteer Fire Department, a member of Niagara Masonic River Lodge No.

785, and a past commodore and secretary of Kennersley Yacht Club. Mr. Eason is survived by his wife of 45 years, Rebecca McCly-ment Eason; two sons, David Eason of Chestertown and Fred Eason of Felton, a daughter, Beth Ann Clausen of Alabama a sister, Constance Homey of Seattle, seven grand-children; and two great-grandchildren. Services will be held 11 a.m., Saturday, Feb. 13, at Fellows, Helfenbein Newnam Funeral Home, Chestertown, where friends may call from 7 to 9 p.m., Friday, Feb.
