outbreak The disease is not typhus but scarlet fever The boy William Shaw has been working with the Messrs Koutly as a servant for the last 11 months and on of January went to Auckland to visit his parents who rside near Mount Eden Road Next day he visited the houses of two acquaintances Larder in Water street and Hedley in Mount Eden Road and stayed in these houses some time talking with the in Auckland neglecting to stamp Out the disease or take any steps towards doing so This is the second time scarlet fever ha been imported into this district lately with fatal results Tho first George Hemus in the chair The business of the evening consisted in reading and dis cussing two papers the first by Mr Carr on "The history of the Temperance Cause in and the second on the question ot Compensation by Rev 8 Edger BA Among the audience we noticed many of the earliest of Auckland workers and a considerable number of interested citizens Mr Carr's brief history or rather outlinewof the ups and downs and progress of temperance was listened to with respectful attention but the time allowed was inadequate to the production of more than an outline Mr remarks were based on his own recollections reaching back to 1842 before tho outbreak of the Johnny Heke war The local movement was actually commenced in an unfinished house in High street That meeting was attended by John Robertson John Hunter Robinson Joshua Robinson Joseph Robinson John Williamson Joseph New man McNair and others Subsequently Mr irttaind Dr isher advocated the cause antra hall was taken in Victoria to that stratum of society where we may expect to find in telligence integrity and capacity the men who have occupied tho Bench in the Licensing Courts have Often been con spicuous for their high character both in the commercial and religious world Still the licensing law has failed and failed to a large extent through its faulty ad ministration This may in some measure be explained by the fact or from the nature of the licensing law worthless men finding a very congenial sphere of action ih tho Licensing Court And here too some Of the less creditable Characteristics of our poor humanity find ready development In a criminal Court a stupid magistrate or justice is pretty well guided by the legal gentlemen attached to the court and so ate kept from notoriously going astray nor ih cnere very mucn inducement co depart irom tho path of rectitude in the cases they are mostly called upon to deal wi'h But it is otherwise in the Licensing Courts The discretion of the magistrates justices or commissioners has been the main principle to which appeal was made and if there was ignorance ot worse on tho Bench ft had full play Hence the notorious fact that in a Licensing Court the least esteemed of our justices Were generally most regular in their attendance and the most active in granting licenses The very fact of such men being always present and taking an active part has sometimes led the better men among the magistrates and justices to stav away and thus as these two elementsjhad freer scope the law became proportionately worse One of the worst forms which this maladminstration of tno law One which most meets the public was the granting or renewing of licenses in opposi tion to the well known wishes of the people of the locality One of the most glari ing instances of this class was lately accomplished in the Northern Wairoa dis trict The petition presented to the Bench for tho license was signed by people living nearly 200 miles away and was given effect to while the petition from the resident!) was ignored and the wishes of the people in the locality set aside and when a fair opportunity occurred of pre venting a license being granted the Licensing Court was not found equal to the occasion Everyone will admit that these licensed houses are too numerous in the c6untry They are found at the corner of erery street in our cities and in keep one point genetally in view viz that those to be elected to ad minister the licensing law should be men of the highest intelligence charac ter and local position I hold that the entire community should be interested in this There is nothing so fruitful as this drink curse for bringing poverty idleness crime disease and death How many fair homes have been wrecked and ruined in this land by the incubus that hangs round us Hue a mill stone The wise and the good should consider this well and by their example and precept endeavour to blot out this fell destroyer from our fair country And now I warn our opponents both inside and outside our Legislature that under the pressure of worse trade heavier taxes and deeper dis tress than that the country has lately passed through we may find our statesmen ancUour political economists compelled to adopt more summary measures ot relief than even this Act gives The country knows well that whatever measure of reform may be adopted it must be founded in the voice of the people which is in reality Local Option We would remind our friends the enemy of the crisis so sud denly and unexpectedly reached in the movement for the suppression of the moral incubus and national reproach of America bow schemes for its gradual extinction were in a moment almost set aside till in the throes ot a great national convulsion slavery fell of its own enormity and never can exist again It would be impossible to determine the extent of national misfor tune that should suffice to rouse the people of these lands to a sense of their injuries and to the immediate and universal removal of this social incubus And God grant that no deeper wrong bq ever inflicted on us God grant that industry may never bs more fruit less that taxation may never be increased that food may never be less plentiful But we must more than we must work We must discourage idleneis we must pro mote economy we must prohibit waste or if the idleness the extravagance and the destruction of the human race occasioned by strong drink are to continue reaion will approveof in fact this Act gives us the to the actual necessities of the case Policy will ap prove of an intelligent people being called upon to sayifit be necessary and encouraged to effect reform by its widening facility Justice will approve and those who suffer the effect should have the power of prohibiting the cause And if reason policy and justice thus en dorse the principle for which we contend no opposition that a vested interest can sustain will arrest the strong current of the popular will or quell the demand of the people for a direct privilege so essential to their happi ness their prosperity and their peace Our plea and appeal then may bo summed up in the well known words Let
