ENDEAVOR PLANS. The Programme for the International Convention Given Out. SPAIN IN ATftlHY. Action of Con ere Dtmlnlnhos Chance for Cnban Autonomy. London.

April 9. The Times will publish a Madrid dispatch which says: The hope that Weyler would obtain some decided sdvantnee over the rebels before tho final vote of the American congress must now be abandoned. It is quite certain the Spanish nation will unhesitatingly refuse to accept tho United States' dictation, no matter how far public opinion favors such reforms in Cuba as would put an end to the rebellion. No Spaniard will be found to venture snch su opinion. Even the republicans would only ask for Cuban autonomy In altered circumstances.

It is an open secret that the liberal leaders would consent to such radical reforms as would amount to autonomy if tho United States abandoned its present policy. Senr Castelar would consent to the fullest concessions provMed Spain's sovereign rights were secured. KAYS FKOM COAL F1KE. College nf Rmpnrln Professors Conduct Successful Fxperlmenta.
