WHO IS TO BLAME? A Bad State of Affairs on the Front. VAST SEAS OF STICKY MUD. Rights of the Public Ignored by Corporations. DISGRACEFUL FERRY LANDINGS. The Building of Them Should Have Been Attended to Years Ago.

Improper Grades. Mud inspires profanity. Profanity Is the only thine that will inspire some people. The soft answer turnetli away wrath, but the harsh adjective mnketh trie deliuqueiit Street Superintendent get a motor upon himself sometimes. The Southern Pacific Is neither moved by soft answers nor harsh adjectives; it becomes animated only at the sight of hard coin.

Will somebody swear at the Street Superintendent, pay off the Southern Pacific, or try to do something to secure good crossings over the streets opposite the ferries? There are many varieties of mud, but the ooze that squeezes through the basalt blocks that pave East street in spots betweeu Folsom and Jackson streets is of a composition that would cause any ordinary analyzing chemist to sink deep into the city front slough of despond. Such mud ia a curiosity. Strangers say it is, for only yesterday a uilerim from the East exclaimed that he had never seen anything it except on tne Virginia crossroads. Last summer people began to talk about the paving that had been done on the water front.

The well-informed remarked that the grade of the street close to the main ferry depot was too low. The north end of East street, bordering on the paving which slopes toward the Cl lluuse and Ferries track, is higher man the grade that forms the street at the junction of Sacramento, East and Market streets. Neglicenca on the part of the Superintendent of Streets and the failure of the Southern Pacific Company to place the space about its tracks in proper condition has proved disastrous to clean clothing find neat shines. East street at the ferry landing is in a dirtier condition after the storms ol the past few days than it has been for years. Notorious is the botchwork in the providing of crossings and proper standing room for passengers desiring to take the streetcars.

Though the public should have been first considered, and not the Southern Pacific, somebody in authority has permitted the corporation to have it's own wav In the arranging of landings on the harbor side, with the result that work that should have been attended to before a foundation stone was laid for the new depot has been neglected. Nothing but a mass of mud, broken timbers, sand, halfcompleied bituminous rock pavements nnd Ungraded streets, seemingly all jumbled into one great mans of slitue and mismanagement, greets the man or woman who comes or goes across the bay. Men are working at a bituminous pavement which is being laid over a space formerly known as the ''sand dunes." The wore is improperly done, inasmuch as the contractors tailed to give the navement sufficient slope to drain off the water. The Harbor Commissioners will undoubtedly tee that no money is paid out for the jon until it is performed in an intelligent manner. There is an error in the grade where the Union-street cars drive on to the asphalt at the entrance to the Tiburon ferry.

In consequence, mud of the consistency of molasses covers the new ravine almost to the very door of office. Ihe depots of the San Francisco and North Pacific Coast road and the San Francisco aDd North Pacific (Tiburon route) are scarcely approachable from the foot of Market street unless one goes around via the crossing from the south Bide of Market street to the Oakland ferry depot, then along the seawall, running the gauntlet of teams and dodging Southern Pacific freight and baggage. Ac explanation is made of the sink and mud lake at the junction of Sacramento, East and Market streets by persons interested in. the octopus' Cliff House road. They say that the car-tracks- had to take a "dip" at that point to enable the grips of the dummies to catch the cable before going onto the turn-table on the seawall.

This same cable road's system of crossing the front is a menace to life and property. Not a day of the week passes that some one is not nearly run over or some wagon run down in spite of the utmost vigilance of a careful signalman at the Sacramentostreet curve. A reporter has stood at the corner of that street and counted nearly a dozen narrow escapes from loss of life in less time than an hour. The proDdesies of water-fronters have come true. The winter storms have come, ruud everyvfhere on the front, and the outrttgeous mansigeiiient of the public's interest at the eateway to the city is now standing out in evidence on the apparel of every human being who is unfortunate enough to have to cross tfie streets in that part of the city.

A NICKEL A DAY. It Will Help to Pay Expenses of Sweeping the Streets. The Merchants' Association continues to receive support from tue business houses woo take an interest In the work of keeping the city clean. A plan wDlcti meets with general approval is the collection of a nickel a day from each house in business streets toward paying expenses. It bas been tried on the block on Third street between Mission and Howaid successfully, and the result is a total subscription guarantee of $249 50, to be paid during the term of the present contr.ict.

The promised statement of the directors or the American Sugar Refining Company was not forthcoming to-day, but instead came the announcement that its publication had been deferred until to-morrow, owing to the fact that It was not completed. The delay in issuing it gives another day to the insiders in which to make merry with the street, as they aid to-day, to awing the sugarplum from one hand to the other and ud and down as the niooa them.
