R. R. Jones, tho chair? man, was unablo to attend on account of sickness in his family, and Ferdinand Uannibas was selected to preside Rov.

W. W. Brown invoked tho divino bless? ing. A. J.

Oliver, secretary of tho meeting, and chairman of tho committee, sub? mitted tho following report: "As to the first item in our petition con cjrning tho appropriations thoy vtho Council) promhuid us an equal distribu? tion of all of snd money in making im? provements. "And as to the matter of water and street lights, the Council ordered tho same to bo arranged at onoo and re? quested your committee to furnish such guarantee for water as tho water com? pany shall require, and to namo tho streets and avenues along which we do Biro it run, and Council agreed to fur? nish tho guarantee for gas lights, and requested the to lay down its pipes at onco." Tho explanation of tho chairman was very clear and impartial and was ac quised in by the members of the com? mitteo present. Remarks were mndo by P. W. Oliver, Ed. liarvy, YV.

M. Deo nor, Thomas G. Penn, Wash. Sherman, Rev. W.

W. Brown and others, after which the re was received and the committeo discharged with thanks. Rov. W. W.

Brown offered tho fol? lowing resolution: "Resolved, That it is tho sense of tho colored freeholders, in mass meet? ing assembled that we voto against the proposed appropriations." In support of tho resolution Roy. Brown made a calm and dignified, but very forcible speech. Ho was not dis? posed to antagonize tho white freehol? ders of the city, but to follow a consider? able number of wh wore opposed to voting money for the present Council to expend. That body had demonstrated its incapacity for meeting tho mauds of its white constituents, and it was hardly to be expected that petitions or demands from the colored people would be complied vitb. The only fair way to ijudge tho future of the Council was by its past actions and not by its promises.

The? colored property holders would, in his opinion, promote their best interests by voting solidly against tho appropria? tions. P. Oliver said the City Council was full of promises, but those, like pie were easily oken. The colored had relied upon promises since Jjin 1SS2. Council, in order to provide vater for suffering colored citizens ex? acted a guarantee it should give.

Wash. Sherman said: Wo vote, pay axes and in these privileges are not lighted, but wjjon wo want street im? provements, water and lights, wo are illghted.

I am not in favor of voting pheso appropriations, beoauso so many property owners do not think it to do so. Councilmcn said tho uoncy could not bo made available un a now Council was elected, but re? fused to allow the new Council to pro? vide for making the appropriations. Washington, March The Supremo Court of the United States to-day dismissed tho tbreo cases of Callan, (Iregory and Lawson, respec? tively, against Itrasford, treasurer of tho eity of Lynchburg, and Litchford versus Day, sergeant of Lynchburg, in? volving in one form or another tho old tax coupon controversy. The cases were dismissed by the Court of Appeals of Virginia upon the ground that tho matters involved wero purely pecuniary, and that the amount in controversy in each caso was less than sufficient to fflvo tho court juris? diction. This court takes the same view, holding that it is governed by the facts found by the lower court.

Tho court denied without prejudice similar motions in tho caso of Jones versus the commonwealth, Mallan versus Rransford, and Dillard versus Moorman, treasurer, on the ground that the motion papers were not sufficiently explicit. It was clear and cooler here to-day. chattanooga, Tennessee river at this point has reached the danger lino and is rising tbreo inches per hour. Experi? enced river men predict that it will reach at least forty-five feet, which will overflow much of the city in low living places, cut oif several railroads, and for a time suspend the operations of several manufactories.
