WHAT" CAN SHE DO? CANAL COMMISSION TELLS OF GOOD RESULTS. TO TERRACE THE BANKS Found Necessary in Places to Prevent Earth Slides The Gigantic Culebra Cut. Washington, Nov. 9. The great mechanical problems connected with the construction of the Panama canal, which is to be opened to the government in January 1915, pass in review in the annual report of the Isthmian Canal commission just made public The record of the year's achievements in.

the gigantic task that is being worked out by the Washington government, tinder congressional appropriations that so far aggregate $293,501,486, includes: Completion of almost three quarters of Culebra cut. Total excavation of material from Culebra during year, 16,221,672 cubic yards at average cost of 58.8 cents per yard. Big plans laid for canal terminals, including storage of fuel, fresh wa ter and other supplies, repair facili ties, Pacific terminal to have dry dock, storehouse and coaling stations. Practical completion of plans of all locks. Elaborate scheme for lighting the canal.

Safeguarding of the canal against landslides. The report treats the physical aspects of the big waterway with minute detail. Questions of tolls, form of government" and character and extent of population to be. permitted in the canal zone have been reported upon in advance sheets' of the report already made public. The locks have been a great Desigus for the approach walls at all locks, except one, have been prepared.

Contracts in force at the beginning of the fiscal year were practically completed and new contracts entered into for a vast Amount of frames, valres, gates? and "other needed to- put the canal into operation. More than 945 tons of castings were made on the Isthmus. Building of the great lock gates, each leaf of which is 54 feet, 8 inches, high was expedited. At each lock entrance, strong fender chains attached to powerful springs will be installed to prevent' ships from battering down the locks. A caisson gate is being installed for use in closing a lock so as to enable workmen to repair the permanent locks and the "bottom sluices.

Canal illumination will be provided by range lights for establishing the direction of vessels on the longer tangents, and by side lights a mile apart marking each side of the channel. Buoys and lighted beacons, built of re-inforced concrete, will abound. Famous Culebra cut is ten miles long and deep enough to receive the United States capitol, dome and all. From this, cut, despite the enormous excavation during the year, on July 1, last, there remained 23.929,140 cubic yards to be removed. Estimates of excavatioa necessary in this cut have been largely increased to allow for the great earth slides.

Last year these slides that had to be removed from the canal cutting after it had been was yards or over thirty per cent of all the material removed from tne cut. These slides have occurred whera aterial oxca 'ated was left on a slope steeper thu the permanent incline will be and the trouble is expected to eeai the natural slope of the ciail banks is restored. Breaks have occuned on both sides of the cut where the underlying rock is of poor quality and is broken up and squeezed upward by the! pressure from beneath and from the s-id-es, interrupting the drainage and covering up the railroad track. To meet this condition, intermediate benches have been cut along the slope to distribute the top and reduce the amount of iraterial to be removed. It is declared that when the bottom grade of the canal is reached no further trouble need be anticipated as greater stability will be given by the water.

The terminal docks will be so arranged as to admit of easy, enlargement to meet developments in business and size of ships. To begin with the dry docks will conform to the dimensions of the eanal and the wharves will be 1,000 feet long. The total appropriation made congress leave $81,639,531 of the estimated cost of the canal yet to be appropriated. jFr; the first time, na contract la- PROGRESS DR. J.

Hutchinson, Nov. S. The city of Hutchinson will join, with the state of Kansas and with other leading cities of the state in the suit before the Interstate Commerce commission to secure better freight raites for Kansas jobbers vSv. The city commission has authorized the use of the name of the city in intervening in the suit already instituted by the state against the various railroad 'companies. The city of Hutchinson itself and the Commercial club and Shippers' Transportation bureau of this city unite in intervening in the state case.

Simar steps have "been taken by Wichita Salina, and other towns of the state, for the suit is a-matter affecting the wholesale interests of every town in the state. The, jobbers and shippers of Hutchinson had a conference at the Commercial club rooms to discuss the matter. The shippers' bureau has employed Attorney W. G. Fair- child as their counsel.

The Kansas jobbers and shippers want the Interstate Commerce commission to require the railroads to give the interior towns of Kansas raies which will be fair and reasonable as compared with the rates enjoyed by Kansas City and Mission river points. So far as can be gleaned from the histories, Thanksgiving was not instituted on account of.

the 'beautiful early winter season and possibly the New. England coast- where the day 'was first celebrated in America did not produce the Kansas variety of Tliankscn virif dav. "FTnwvr. on the Kansas plains, the day is usualfy accompanied by weather conducive to thanksgiving and praise and the late Senator Ingalls has immortalized one such Thanksgiving day in the following paragraph: "It is the most entrancing morning. I have just come in from a stroll dn the sunshine to and fro along the stone walk' to the', north gate.

The sky is cloudless and the wind just strong enough to turn the mill slowly in the soft -air. The smoke from the chimney rises straight to the zenith, and dissolves in tnet stainless in tne -deep distant valley the river glimmers through a dim, silver mist "woven with shifting purple like the hues which gleani on the breast of a dove. Undulating along the horizon, the bluffs rise like translucent crags of violet and from the city beneath col-, nmns of vaporand fumes from engines and factories ascend, accompanied by a confused and inarticulate murmur, like the whispers of protest and pain. During the night it rained, and the grass of the lawn is green. It glitters and scintillates with the transitory gems of the frost.

If publicity can help either side in the Chinese civil war, the rebels ought to feel hilarious over the accession of Wu Ting-fang. FOR FREE EXPRESSION. 'Beloit Gazette: While Governor Stubbs has given out no information as to his plans yet rumors are pre-sistent 'in Topeka that he will call the legislature togt heir in special 6ession'in the early part of January to -enact a presidential preference primary law that will enable the voters of each political party to express their party nominees for president and make this expression binding upon the delegates from Kansas to the various national conventions. It has been suggested that the general5 primary election, law might be amended by changing the date at least art presidential years making it early 'enough to" have on primary answer both purposes.

There seems to; be quite a strong demand for some kind of a primary election for the selection of delegates 46 the national conventions and giving to these delegates an expression of the sentiments of the voters. There can be little. argument against it except perhaps the expenses and the plan of changing the date of the general primaryfdoes away with that argument. If the republican voters of Kan sas favor the nomination of Presi dent Taft, the 'state should vote for lis the national convention and on the contrary if a ma jority of Kansas republicans favor La Follette, he is entitled to the support of the Kansas delegation. The same rule applies to the other apolitical parties.

1 When once the voters of this state have had the opportunity of a ree expression of will their choice of a they feel more like support ing the nominees- of; their own parties In other words-; the same sentiment that prevails that the majority, should rule in Kansas will cause most vot ers to bow to the choice of the majority in the, nation. Both the de znocrats and republicans have oppos ing factions within themselves and each party should so conduct the se lection of its national standard-bear er that the voters may vote for the great underlying, governmental policies or their party without being prejud icedgagawst their own Since Elaine' has decided to retain its prohibitory statutes, it would be AHarrelFoiScroFeet. jo v. f- A Her Two Children Ear a Woman from Work. Do you read the classified adlets in the Journal There are all kinds of stories to be found there. There are tidings of joy, sorrow, fortune and misfortune, and plain little deals that promise to save the dear-ers money. A few days ago there was a three line ad in this column placed there by a woman wanting work, who has two small children, one boj' 14 years old and a small girl.

There are -plenty of homes in this city and county where a housekeeper or a domestic is needed, and the woman received answers from some of them. When she stated her proposition, there was nothing doing. If she did not have the children she could get a place in fifteen minutes, but she prefers to remain with the children if possible. The little girl is a bright eyed child and as smart as a tack. The boy is large' for -bis age and able to work, but his mother knowing the advantage of education is keeping him in school.

With so much help needed in this country it seems strange that this woman is unable to find a home for herself and children. CHILDREN INJURED. Ordinary Cathartics and Fill3 and Harsh Physic Cause Distressing You cannot be over-careful in the selection of medicine for children. Only the very gentlest bowel medicine should ever be given, except in emergency cases. Ordinary pills, cathartics and "purgatives are apt to do more harm than good.

They may cause griping, nausea and other di-tressing after-effects that are frequently health-destroying. We personally" recommend and guarantiee Rexall prdtj-ri; as the safest andx most dependable remedy, which we know, for constipalion and associate bowel disorders. We have such absolute faith in the virtues of this remedy that-'we sell it. on our guarantee of money -back in every in stance where tt-' foils to give entire satisfaction, and we urge all in need of such to try it at our risk. Rexall Orderlies are eaten just like candy, are particularly prompt and agreeable in action may be taken at any time, day or night; do not cause diarrhoea', nause'a, excessive looseness, or other unde sirable effects.

They have a very mild but positive action upon the organs with which they come in con tact, apparently acting as a regula tive tonic upon the relaxed muscular coat of the bowel, thus over-coming weakness, and aiding to restore the bowels to more vigorous and acticity. Rexall Orderlies commonly com pletely relieve constipation, except of course when of a surgical character, They also tend to overcome the necessity of constantly taking laxatives to keep the bowels in normal con-li tion.
