(AP) -John Harris Jones, the Repub' can candidate for the U.S. Se ate, said Monday his Democra ic opponent, Gov. Dale Bum ers, was distorting Preside: Ford's economic policies. Bumpers has said he wou oppose Ford's proposed five pi cent income tax surcharge u less it is accompanied by ta reform. He also has charge that much of the President economic program would ac to inflation rather than contr it. Jones contended that Bum ers had latched onto the pr posed surcharge as an issu when there were other, mo important, facets to the Pre; dent's program that deservi praise. Jones particularly referred Ford's assurance of allocalic of adequate fuel and fertiliz for farmers. Funeral Set LITTLE ROCK (AP) -- Th funeral for Harry W.
