Mala 429-534 .14 Vatican City, Jan. 5 (AP) The fourth and final session of the Vatican Ecumenical Council will start next Sept 14, the Vatican Dress office an nounced today. The date was set by Pope PaulVI.

The council, first to be held by the Roman Catholic Church in 92 years, was convened by Pope John XXIII on Oct. 11, 1962. It has met annually each fall for two months since then. The third session of the coun cil, which was attended by more than 2,000 bishops and ended last Nov. 21, took the most momentous decisions.

Progressive bishops were clearly in the ma jority, but the conservative fac tion fought determinedly throughout the session. The session produced three decrees on the Church on unity and on the Catholic Oriental churches. The most noteworthy, on the Church, established a concept of collegiality, by which the bishops share in the Pope's authority over the Church without, however, infringing on his su premacy. The council also approved the basic text of a draft declaration on non-Christian religions which says the Jewish people as a whole cannot be blamed for the crucifixion of Christ. This will come before the fourth session for final voting.

Also awaiting action at the final council session are a decla ration on religious liberty and a council topic on the problems of the major modern world, including birth control and nuclear arms. 'BRAIN' ARRESTED C. L. Wright, Charged in Douglas, Jailed in Indiana Tuscola, Jan. 5 (Special) Cecil L.

Wright, 58, Mattoon, 'the Brain of Alcatraz," has been arrested again, this time in Indiana. He was picked up about 3 a.m. Saturday St. John, fol lowing pursuit by the village policeman and several citizens in the wake of four burglaries Wright gained renown in 1948 when he won release from Alcatraz Prison by acting as his own attorney in 13 appearances in habeas corpus proceedings before the U. S.

Court of Appeals in San Francisco. After ward, a U. S. attorney called him "the world's greatest auth ority on habeas corpus." In St. John Saturday, the owner of one of the business places burglarized and a neigh bor fired shots into the air to try to persuade Wright to stop.

They said Wright also fired a pistol in the an-. He was captured when he slipped and fell as he ran. He was at liberty on bond on three charges in Douglas County and a burglary charge in Marshall County when he dis appeared last summer. A warrant for his arrest as a federal parole violator was issued last August. He had been paroled from the Leavenworth federal penitentiary, where he served part of a sen tence for theft from a post of fice.

Whitehurst, 21, of 2491 Cardinal Drive, has been fined $339.80 in Circuit Court on an intoxicated driving charge filed after a 120-mile-an-hour chase by sheriff deputies and state police Oct. 4. After his plea on the intoxicat ed driving charge the state's attorney's office dismissed four other charges of running a stop light, three of running a stop sign and one each of speeding 120 miles an hour, driving with out a license, driving without lignts and drag racing. The Doroth Dawey Award Gold cup, was given to Miss Muirheid at a luncheon meet ing during the International Home Furnishings Market in Chicago.

She was the winner in Class 1 which was for cities of under 100,000 population. The citation was for extens ive coverage of furniture mar kets, close attention to advances in the decorating field and a weekly feature "For Better De cor" stressing ideas for home decorating. Miss Muirheid has been with the Herald and Review since August 1962. Park District Insurance Is Urged Liability insurance for the Decatur Park District will be a costly burden to bear, Harold Blankenship, district secre tary-treasurer, said yesterday. Nevertheless, it is the conclusion of the Decatur Association of Insurance Agents that the Park Board should purchase such insurance as protection against damage suits claiming negligence.

The Park Board will hear the reasons for such a conclusion at its meeting Thursday. On the recommendation of an attorney for the Illinois Associ ation of Park Districts, the Decatur Park District has purchased a temporary insurance binder until more permanent coverage can be obtained. Coverage has been needed since the Illinois Supreme Court ruled on Nov. 24 that a 1959 state law exempting park dis tricts from damage suits grow ing out of negligence by em ployes was unconstitutional. The Illinois Association of Park Districts is studying pos sibilities of joint coverage for member districts and laws which might be enacted to pro vide for taxation to pay for in' surance or otherwise reduce the burden.

DECATUR YOUTH GETS PRISON SENTENCE Andrew Brown, 18, of 830 N. Calhoun has been sentenced to the penitentiary for a term of 2 to 20 years on a charge of armed robbery.
