The IMF started a modest program this year to begin recycling oil money, borrowing $3.4 billion from oil producing nations and lending it to nations that needed help to buy foreign oil, such as Italy. According to IMF Managing Director Johannes Witteveen, the program--known in IMF jargon as the oil facility- worked well, and now he wants lo expand it next year. But the United States, through Secretary of the Treas- · ury William E. Simon, fears the IMF is rushing pell-mell into an area thai is already being adequately served by existing public and private financial institutions.
