One major policy change is that school officials who suspend students first must hear the students' side. Another is that any suspension must be for a definite duration. Also, when two students are suspended for ighting, both students can ha uspended only when its "im- lossible" to determine who was t fault. The old provision said otli students would be sus- ended,' regardless of who was at fault. The revisions set out a specif- c procedure that must be fol- owed to grant a student oppor- unity to make a statement on lis own behalf and to offer any evidence in support of his posi- .ions. when he is suspended rom school for more than four lays. "There is no recourse if t doesn't exceed four days," Miller said. Javits, R-N.Y., and 3aiborne Pell, D-R.I., will visit Cuba this weekend, signaling what is widely believed to ba ;he beginning of a normalization of relations between Cuba and the United Slates. The senators, both members of the Foreign Relations Committee, are keeping their travel plans under wraps, fearing they may be subject to reprisals f r o m Cuban exiles who adamantly oppose any U.S.-Cuban reconciliation. Javits and Pell will he the first memhers of Congress to visit the island since relations were broken in the waning days of the Dwight D. Eisenhower administration in 1961.
