Rain spotted the lower half of the nation. Temperatures were 'expected to drop as much as 40 degrees in 24 hours in northern sections of the Rockies as gusty north winds brought snow and snow day. Because only six of the persons, indicted Wednesday, have made arrangements to surrender to federal marshals, the attorney's office made public · only those six names. They are Gary Chavers and Beverly Barneby, both of Edmonds, Wash.; Thomas Chavers, his wife Donna Chavers and Hershcll Marshall, all of Newark in Independence County, and Mrs. Fleta Walters of Seattle, Wash., the mother of Thomas and Gary Chavers. The federal grand jury indicted 14 other persons in August on similar charges. The government has estimated the alleged scheme defrauded insurance companies of at least $700,001). The first indictment named he Chavers brothers. Mrs. Chavers, Miss Barneby. Marshall and another defendant who has not been notified yet of the indictment. The second indictment named Mrs. Walters and four other people who have not been informed of the indictment yet. Lottie Scbackelford of Little Rock, Urban League project coordinator, and Fred Cowan, director of Arkansas Consumer Research, also were named cochairmen as "People United Behind Leaving Interest Rale Ceilings in the Constitution" (Public Against 57) formally opened its campaign Thursday. The proposed amendment would give the legislature power to set the ceiling on interest rates. i "' "This is a low budget people's campaign to prevent big money lenders from running roughshod over the people of-Arkansas," Lamb said at a news conference. Lamb said that Public Against 57's campaign would be a vigorous attempt to "defeat this very dangerous amendment." Watts, 66, has spent nearly 400 hours traveling almost 20,000 miles on cross country buses in Ihe last two years. He just packs up and heads for Ihe bus station and parts unknown whenever he has tha time and the money. Using a $150 monthly pass, he logged 10,399 miles in three weeks last year for only $199, including meals and lodging. The pass allowed for unlimited rides and transfers inside the United States. "I don't know why I do it, really," said Watts, a maintenance man at a hospital in Janesville, about 50 miles southwest of Milwaukee. "I think it has something to do with my lack of schooling."
