Stalo on April 10 1973, ·· KELLY BR.YAKT Secretary of Slate State of Arkansas 6Te IBlh May, Juno, July, Aug., Sept., Oct. LITTLE R^OCK CAP) -- Richard G. : Roeder of Detroit, an actuary for the Arkansas Public Employes Retirement System, said Wednesday he doubted that any adminis- trati VR savin gs would r esti It from merging the various state retirement systems. If there were a savings, Roeder said, it would be a token amount, certainly less than $100,000. He said administrative costs were a small part of the total expenditures of the retirement systems. "It's really nothing compared to millions," he said, "It's a cosmetic savings," Roeder also said he did not think consolidation would eliminate "games-playing" by the retirement systems. He was referring to the frequent criticism that the systems compete with each other in trying to gain greater benefits from the legislature, Roder said if uniformity of benefits was desirable -- and he wasn't sure that it was -- it could be achieved by legislative discipline. When one system seeks 'greater benefits, the legislature can compare and relate the proposal to the other systems, he said. Roder also said if the systems were consolidated, "one powerful group" could drag the others along to higher benefits for all of them, increasing the over-all cost. Dr. Bob E. Hall of Fayetteville, a consultant for the Arkansas Public Employes Association, had indicated last month that a merger could result in considerable savings and simplification oE retirement benefits. Hall stopped short of actually recommending consolidation, conceding that it was unlikely to happen in the near future. WANT TO BUY A USED CAR? Did You Know -WHEELER VOLKSWAGEN New Used Salet Dept.
