My aspirations seem too large. I am a housewife and a mother. Yet, my dreams are still living and in a way, I have achieved them all: I heal my children's hurls wilh love and iisses and a bandage or two. I judge their trials and g i v e my advice. Information Act Changes Are Stalled WASHINGTON (AP) -- Proposed changes .in the Freedom if Information Act, designed to strengthen public access to gov- irnment documents, have been stalled in Congress by ' Senate and House differences and objections from- Hres'idelU Ford"- Senate and House conferees said Wednesday they were unable to reach final agreement on the proposed changes and probably would take up the egislation again after the Labor Day recess. In a last-minute objection to some provisions, Ford said, "I must take care to avoid seriously impairing the government we all seek to make more open." However, he said 'nol other recent legislation mora closely encompasses my objec- .ives for open government than he philosophy underlying the Freedom of Information Act." _ The bill, adopted in 1965, is intended to make it easier, quicker, and less costly for citizens to obtain access to government information. Ono provision Ford objected to would allow a court to direct a government agency to suspend or impose other sanctions against an employe a judge found had withheld requested information without a reasonable basis in law. The conferees dropped the provision and provided, instead, ihat the Civil Service Commission could direct an agency to take disciplinary action against an employe, after a hearing procedure. Ford also objected to a sec lioiv in "both' HSVfse '"arid Seriate bills that would make each government agency responsible foi proving that documents" had been properly classified in the interest of national security after a judge had inspected i privately. Conterees agreed to put some clarifying language In their report, but said this would not asically alter tho bill's provisions under which a judge · could examine classified documents to determine if they had icen classified properly. The President also objected to other provisions dealing with access to investigative files of the FBI and other law enforcement agencies. ...
