Trimble's idea is, simply, that private interests build federal office buildings where they arc loected and the government lease .hern. Lease payments would be ·jpplied toward purchase of the Buildings and, after 25 years, title would pass to the government. Trimble contends that his plan has these advantages: 1. The government could get he office buildings and post of- 'ices it needs without the long delay of waiting for .appropria- ions. 2. The government would save money in many cities because ease payments on a new, well ilanned office building would bo less than rents paid for office space scattered throughout a city. 3. Private interests would have a place for investing capital where they would get a fair return with no risk. . The .government eventually, would own the buildings and save even more in rentals. 5. .Construction of the buildings would provide considerable employment. Trimble said insurance companies, for instance, could invest money.in buildings and get a return of about 2.75 per cent. Such interests, he said, favor his plan. Quirino Sheared Of Emergency Powers Manila -(IF)- T h e -Philippines House of Representatives voted- last night 39 to 11 to shear President Eipidio Quirino of his emergency powers. The bill now goes to the Senate, where it is expected to pass. 'H. J. Conner, attorney for Texas Gas Transmission Corporation, explained the plan at a hearing yesterday. A similar request by the company was denied earlier by the commission. Texas Gas wants to construct 407 miles o£ 26-inch pipeline parallelling present gas mains serving Mississippi, Arkansas, Tennessee, Kentucky, Indiana, Illinois and Ohio.
