Toney, 55, of Pine Bluff has been appointed to the Arkansas Industrial Development Commission, Gov. Dale Bumpers announced Thursday. Toney is the principal of Townsend Park Elementary School. He is the' first black to serve.on the commission. Toney's term will expire Jan. 14, 1984. He succeeds J. Herbert Graves of Little Rock, whose term expired.
