McClellan, D-Ark., voted Wednesday for a motion to insist on the House's antibus- ing provisions (or a $25.2 billion education bill. The measure failed in the Senate on a vote of 55-42. Sen. J. W. Fulbright, D-Ark., voted to reject the motion, and he "not later than within a Tew months." Asked if Makarios could r u n , he said: "In a free country every citizen has the right to election."
