John Saxton, director of the state, Soil and Water Division, said the commission had written E. D. Whitehead of Bentou, informing him he must ask for a hearing if one was to be held. Saxton said the letter was never answered. Whitehead said . Thursday after sending a letter of protest to Saxton concerning the plant he received notification that he would need to request a hear-, ing in writing- But he said that at this point he gave up in frustration. ' Whitehead had · complained that the dam, which would form a-380-acre lake, would c a u s e excessive silt in'the stream and also would upset the stream's environment in other ways.
