Tass announced. The announcement did not indicate whether there were plans to put a crew aboard later. The Soviet news agency said the Flight was being made for "further work on perfection of the station's design, its onboard systems, equipment and for scientific-technical research and experiments in s p a c a flight." "The on-board systems of th» station are functioning normally," Tass said. The last Salyut night by the Russians, in April 1973, apparently ended in failure, and was considered a serious setback to the Soviet space program. That space station, Salyut 2. w a s launched on April 3, and 25 days later Tass announced conclusion of the flight without a crew having been put anoairt. Western specialists monitoring the flight said the spaceship had broken up in space. It appeared obvious that t h » liming of the new Soviet space flight only two days before President Nixon's arrival in. Mo:cow was not just a coincidence. There was speculation that the Russians would try to put a crew aboard Salyut 3 while the American President was in the Soviet Union. The first Salyut flight, in 1971, was plagued by troubte and ended in disaster, when a crew of three cosmonauts died on returning to earth in their Soyuz capsule, apparently when a hatch failed to seal properly. Police Hunt Suspects In Florida Murders JACKSONVILLE. Fla (AP)' -- Warning residents not to travel alone after dark, Jacksonville police pressed th» search today for a group call ing itself (he Black Liberation Army. The group has boasted on lape recordings of two murders in the city. Jacksonville police and television stations received the second taped message Monday in which the group declared "more white devils will die" unless Us demands are carried out. Two white youths have been slain within a week. Notes left on their bodies and the two sets of tape recordings claim responsibility for the killings in the name of the Black Liberation Army. Police have said they believe no more than "three to five idiots" are involved ui the slav- ings. Stephen Lament Roberts, 17. of Roseville, Mich., was found stabbed to death along an industrial street Saturday and Steven A. Orlando, 18. of Jacksonville Beach was found shot and knifed to death south oj tliat city a week ago. Investigators said they believe the victims were chosen at random because they wer« out alone late at night. "I would advise the public to be aware of the situation and not to put themselves in un- lightcd or desolate areas after dark," said homicide Sgt. James L. Suber, one of those threatened in the tape recordings. "If you have to go out, try to travel in groups." Voices on the tape recieved Monday called Suber a fool and declared, "You will remain foolish until your blood flows in the streets." The second tape demanded the resignation of the two top men in the Jacksonville sheriff's office. The tapes said the resignations would delay more executions, but warned that it wai the first of many demands. VOICE Refiles Election Petition LITTLE ROCK (AP) - T h e organization seeking an election on city administrator "over- men! in North Little Rock filed petitions Monday which apparently contained enough signatures lo force a special election on the proposed change from mayor-council government. Russell Reinmiller and Stuart C. Vess. two leaders of Voters Organized jn Favor of a City Administration (VOICE) filed new petitions with 846 signatures and refiled petitions with 2,803 signatures with Countv Clerk Charles Jackson Monday. The pelitions. Reinmiller said, should contain Ihe 1823 valid signalures required (or an election. Jackson returned the petitions with Ihe 2.803 signatures to Reinmiller after rejecting them as insufficient. He had agreed in advance to reaccept them with the new signatures Monday. Jackson is expected to certify the petitions to the secretary of state later this week. By law, Secretary of State Kelly Bryant must call an election no less than 30 days and no more than 50 days after receiving certified petitions.
