Cohen, along with House Judiciary Committee colleagues Elizabeth Hollzman, D-N.Y.. and Trent Lotl, R-.Miss.. was elected to Congress 17 months ago when most voters were paying iiltle attention to the bungled Watergate burglary. Now they are in the center of the political crisis of the century, the possible impeachmen' of the President. No matter which way their judgments fall -- and they said in interviews they haven't de- jcided yet -- t h e y are bound to make some enemies. "You always face a dilemma vhen you vote on a key piece of legislation." Cohen said. "Do r ou vote your district or do you 'ote with your o.wn judge menl?" Cohen, 33, is regarded as a probable swing vote in any ?]ose decision on impeachment tep.
