Middle East Junket May Divert Attention From Watergate By WALTER R. MEARS W A S H I N C , T O N (AP) President Nixon is playing hi* strong suit with liis joumcvs to the Middle East and Moscow while congressional investigators inch toward a preliminary judgment about his impeach, meal. But he will return to rind Wat e r g a t e waiting. A verdict f r o m Congress is months away. Nixon always lias emphasized foreign policy, and the quest for a .stable world peace, as liis primary mission in the White House. The travels he begins Monday will underscore that theme, and identify him more directly with the success ful Middle East diplomacy of Secretary of Stale Henry A. Kissinger.
