Bumpers defeated Fulbright in the Arkansas Democratic primary for the U.S. Senate. Fulbright conceded defeat Tuesday night and said he cong r a t u l a t e d Bumpers a n d pledged his support in the general election and in the years ahead. Bumpers' telegram also said "Mrs. Bumpers and I are grateful for your gracious mes sage of congratulations and offer of support." heads the Ways and Means Committee. McClellan was re-elected two years ago, after a campaign in which he stressed his three decades of seniority and influence. He did not win without a contest; former Rep. David Pryor. who said he was tired of the stats being first in seniority and last in everything else, orced a run-off before losing. ?ryor now is running for gover- or. Bumpers, in a joint ABC-TV interview with Fulbright Sun day, said the seniority system is "a breach of faith with the young people of this country and I would work to change the system because i don't think if has served us well."
