Boh Rilcy said Tuesday hat if elected governor he TOUld try to expand the staffs f several state regulatory gencies that are not now doing icir jobs of protecting the pub- Rilcy said he would try to ex- land the personnel of all gencies charged with prolect- ig the public and insulating le public from unfair rate harges and increases. These agencies cannot cn- orce the law if they do not ave (he personnel to do it, he added. Riley singled out the Public .ervice Commission in his posi- ion paper and said that its taff of investigators have been almost unchanged since 1936. He said the PSC accepts data if the utilities as a means of letermining rate increases, vhich is contrary to the law of he state. As an example, Riley said hat Arkansas Louisiana Giis ^o. had admitted that it did not read meters at Jonesboro be- ore determining charges and ncreases in rates. Although the PSC is supposed .0 assure a public utility of a "air return on its investment, is primary resonsibility is "to prevent the public from being victimized by "monopolies which we give exclusive franchises," Riley said. The laws are clear, he said, "but they have not been enforced as was the intent of the legislature because of lack of staff." Ogilvie Named BATESVILLE, A r k .
