spending was with misleading and included and ord called Wednesday half hour nationwide address by his GOP presiden tial opponent a and said that Reagan had offered no solutions to the problems Opening a two day campaign swing to defeat Reagan in Wisconsin primary ord accused Reagan of spreading and by referring to unconfirmed statements at tributed to Secretary of State Henry A Kissinger Reagan said the United States had lost military superiority over the Soviet Union and quoted Kissinger as saying he was resigned to that fact Kissinger earlier vehemently denied such a statement "I think we have to recognize that Mr political speech the other night was a rerun primarily of what he's been saying in lorida and North ord said was a speech that was filled with misleading statements It was a speech that attributed certain statements to Secretary of State Kissinger which were a fabrication and But ord said he was not going to get into details in response to charges of a weak recommendations of how to resolve the problems that he he said Teamster Strike Is Violence Marked ARLINGTON HEIGHTS ID (UPI) The crack of gunfire replaced the rumble of trucks on some of the nation's roadways today and negotiators worked to end a natiowide Teamsters strike that threat ened to hobble the economy The Department of Transportation estimated a strike of any duration would idle a million workers and cost $300 miUion a week Violence flared in several areas Thur sday the opening day of the first nationwide strike Non striking drivers were the targets of gunfire and fists A truck driver was shot today as he drove on Interstate 75 in Toledo Ohio He was wounded in the right arm Negotiatons aimed at ending the walkout recessed early this morning and were to resume at 11 am EST today Labor Secretary Usery worked with negotiators at the Arlington Park Hilton Hotel outside Chicago A spokesman for Usery said he would remain in town to help with the negotiations The 400000 Teamsters on strike handle 60 per cent of the manufactued goods The walkout could soon shut down auto assembly lines and halt shipment of steel beer bread food and gasoline Vegas Hotel Owner Mum On Money Woes LAS VEGAS (UPI) Mitzi Stauffer Briggs an heir to the Stauffer Chemical Co fortune who pumped more than $6 million into the Tropicana Hotel to keep it afloat will explain a rash of recent Thursday Maj Pritchett said the marines took a new stance last weekend by instructing MPs to issue verbal warnings to trespassers Rather than taking them to the provost office MPs gave them a chance to leave According to Maj Pritchett seven persons refused to leave Sunday Three of them had identification in their possession so they were ordered off the base and removed after names were taken The four other trespassers were taken to the provost office interviewed issued an order to vacate the beach and taken off the base Since the crackdown against trespassers began there have been no repeat trespassers Maj Pritchett said Anyone who is caught a second time is subject to a court appearance Pendleton welcomes and en courages visitors to the base but insists that they check in at recognized trustees of three Laborers Union trust funds on charges involving an alleged conspiracy to em bezzle hundreds of thousands of dollars from the funds The indictment Thursday claimed that the scheme was designed to provide each of the defendants with a lifetime pension of more than $1000 per month Authorities said working members of Local 89 of the International Laborers Union of North America have difficulty accumulating enough credits to qualify for a pension of $450 a month at rates US Attorney Terry Knoepp said the potential of the scheme involved millions of dollars Assets of the pension vacation and health and welfare trusts total $25 million he said The indictment said the scheme was based on the conversion of fees for service as trustees into credits for retirement pay and retroactive accumulation of credits A trustee serving on all three funds Knoepp said would receive $300 a month in pay at this time and $1260 a month for life upon retiring Knoepp said 21 other trustees of the three funds were not indicted because there was pattern of or to violate the on their part The indictments included such charges as conspiracy to embezzle trust funds conspiracy to pay and receive bribes paying and receiving bribes and racketeering One of the defendants Dene Arm strong 33 retired last year as secretary treasurer of Local 89 The indictment said he had accumulated 77 credits for 11 years of service giving him a lifetime pension of $2200 per month The indictment said Armstrong also received a $3500 a month salary as president of the ringe Benefits Administration Services which was set up i last year to administer trust funds plus $7000 a month in retained profits from the firm 1 The three sources of income brought his 1 annual salary to $152400 a year Armstrong and attorney Robert Andreen 49 of El Cajon were accused of bribery for alleged attempts to influence 1 other trustees to hire com pany to administer the trust funds The defendants included talks had broken down The network reported sabotage that cost $156000 and the union denied strikers did it Management and supervisory personnel continued to keep the network operating in the second day of a strike by 1700 mem bers of the National Association of Broadcasting Employes and Technicians Talks broke down Tuesday night two hours before the strike began Spokesmen for both sides said Briefs Unemployment Declines WASHINGTON (UPI) The unemployment rate continued its steady decline in March dropping slightly to 75 per cent while the total number of persons who held jobs hit an all time high of 867 million the Labor Department reported today The March drop of 01 per cent capped a steady five month decline from 86 per cent last October the longest sustained drop since 1962 It also brought unemployment to its lowest level in more than a year But the over all improvement of 14 per cent since the recession peak last May appeared weaker than in most previous economic recoveries A Bureau of Labor Statistics economist noted that while the recent 10 month decline was more dramatic than the recovery period in 1971 it compared unfavorably to economic recoveries in 1961 SOUTH LAKE TAHOE (UPI) The roar of commercial jet airplanes landing and taking off would disturb the serenity of the i Lake Tahoe resort area a regional planning official has told the 1 Public Utilities Commission Executive Officer John Vostrez of the California Tahoe 1 Regional Planning Agency told a commission hearing Wednesday the bowl shape of the Tahoe Basin would amplify the noise of jets I arriving and taking off are not suitable at Vostrez said Citizen Of The Day HARRISON GIDDINGS SAN CLEMENTE When 13 year old Harrison Wisconsin dairy farmer father loaded the family of five brothers mother and himself into the old family car back in 1921 to drive out to California he knew he was coming to the land of milk and honey Harrison Giddings will testify to it He made his living as a farmer from the time his father got the family started in dairy farming in Orange County until Harrison sold his Ortega Highway spread in 1969 He graduated 8th grade from the old Yorba school and was a member of the ullerton High School Class of 1926 He spent three years at Pomona College before getting a geology degree from the University of Wyoming A hearing problem kept him on the farm however and he worked at the family dairy farm until it was sold in 1944 Giddings and his wife Helen moved down to San Juan that same year and bought a farm on Ortega Highway one mile east of the mission near the infamous Giddings Curve a spot in the road that has claimed many an auto since the highway was first built Once a power pole upset by a traffic accident even started a fire in his front yard It uncommon for Giddings or his family to be awakened by someone involved in an accident that needed to use their telephone to call for help His recollections of San Juan date back to the time when it was a sleepy little village of 850 Giddings was involved in organizing San Juan as a municipality and ran for city council on the platform that the best government is the one that governs least He lost but only by 6 votes Then as now debate over where the little city was going was foremost in the minds of civic minded citizens Giddings was against any sort of zoning laws To this day he attributes the problems of overcrowding to farmers who were prevented by zoning law for selling their property piecemeal As a result only big developers who could afford the whole parcel and planned to crowd every house possible on the land bought it he said people would let each other alone in the long run everyone would feel Operating a fruit stand along the high way brought Giddings into contact with many area residents His stories of the characters inhabiting the area range the economic spectrum from Pete the Tramp who lived along old 101 sleeping under a bridge and eating what he could find along the road to George Capron who owned huge tracts of land in the area often carried thousands in cash with him and was known to be a hard man to collect a debt from After he sold his groves in 1969 Giddings moved into a home in Harbor Estates He currently offers advice to his son Richard who owns the Charlie Ruer place farther out on Ortega Highway His other son James is a Bishop in the Mormon Church in lorida Giddings belongs to the Elks Lodge was treasurer of the Presbyterian church and active in the Rotary Club Somewhat disappointed by modem San Juan Giddings liked it better back in the trouble is people keep trying to pass laws to make San Juan the way it used to be but it used to have freedom something it have he said Art Gru pe.
