I JnUlSB 1 Official: Road to school reform is bumpy CATHERINE SPOTO give up 1 4Agv By SCOTT BITTLE Staff Writer ATLANTIC CITY Despite the failure of an innovative teachers contract and a public that is both apathetic and impa tient the experi has shown that slow steady progress is possible in school reform the Rochester NY school board president told New Jersey educators Board President Catherine Spoto told urban educators at Workshop 90 that despite the re cent defeat reform is too import ant to give up know the odds that up Spoto said last week know the public policies in our community and our country do not support children and their Since 1987 Rochester has been considered a city to watch by education reformers Spoto said that when the re form effort started the schools were operating no worse than before but more and more stu dents were coming from the mi nority community that the system had never educated well the popular mythology about public schools public schools never educated all the children who came to their she said In the past that matter as much because failing students could drop out and get good man ufacturing jobs at firms like East man Kodak Spoto said Butthose jobs are disappearing while the minority student population has reached 70 percent is this looming she said The school board in conjunc tion with the teachers union im proved pay and training for teachers organized for special programs and used site based management to give each school more control over its own operations The schools also drew on corpora tions such as Kodak to improve math and science programs That produced slow progress in student re sults but the board and union decided to go further Spoto said The two sides negotiated a rad ical new teachers contract this year that broke from the tradi tion of general pay raises and introduced for perform she said Under this proposal an aver age teacher would get a 42 per cent pay raise a teacher rated exceptional would get 42 per cent plus an additional incre ment and a poor teacher would get no pay raise at all Spoto said The contract included a new review process involving both See Reform Page B4 Educators told to make curricula multicultural By SCOTT BITTLE Staff Writer ATLANTIC CITY Public schools can bring different cul tures into the curriculum but it will only work if the schools bring Americans together in stead of pull them apart accord ing to a Columbia University pro fessor see we are interdepen dent we are one Diane Ravitch author of books such as Schools We told educators at Workshop 90 last week Ravitch was the last speaker at the three day workshop spon sored by the New Jersey School Boards Association state Associ ation of School Administrators and Association of School Busi ness Officials She also has served as an edu cation adviser to the Solidarity government in Poland and helped put together new multicultural curriculum The number of minorities in America is growing and the mi nority student population is growing even faster Ravitch said at the Convention Center meet ing That is producing a drive from minorities to be better represent ed in textbooks and classes that have often been in outlook she said When she was in school Rav itch said about all the history she was told was yeah there were these two wom en Susan Anthony and Eliza beth Cady and that was the end of The problem is how to bring other cultures in and there are two schools of thought on how to See Ravitch Page B4 Staff photo by Dan Drake are one Ravitch tells the educators at Workshop 90 Designers embrace the shift Washington Post Service NEW YORK Where has the sleeveless dress short and smart been hiding all these years?
