The Press Atlantic City Saturday January 12 1980 County ind New Dump By STEPHEN WARREN Press Staff Writer With time quickly running out on Atlantic County's hist septic waste dumping facility the county health department has employed a team of investigators to clamp down on re ports of increased illegal dumping According to reeholder Jerald Sa veli four health department officials are searching the county looking for the truckers and residents who arc said to be violating state environmen tal laws by pumping or dumping the septic wastes in the woods and in manholes Meanwhile the area is faced with the growing inssibility of having 2HOOO gallons of septic waste a day backing up with no place to get nd of it An emergency order that's keeping open the county's last septic dump site (travel Pit expires Tues day And thus far officials come up with an environmentally ac centible alternative If no further extension is ordered at Lee's officials fear that the illegal dumping will increase even more rap idly At a meeting this week state offi cials involved with the situation said they will attempt to come up with a temporary solution to the problem before the pit closes "So far nothing has Sa veli said "And if something happen before Monday or Tuesday we re going to have real problems" He added that the county is sending letters to both the state Department of Environmental Protection and the state Board of Public Utilities Com missioners urging immediate action According to Saveli the public health threat now outweighs the envi ronmental hazards and the state must be more lenient with their environ mental regulations With just a limited amount of septic waste allowed to be dumped at officials say many septic systems are backing up into sinks and bath ments for lost dogs and cats one ad has stood out LOST: Bright green jiarrot orange forehead Name is Charlemagne The bird about the size of a man's hand belongs to a Wheat Road resi dent David Mougakos who received Charlemagne as a gift from his wife Often Mougakos would let the bird fly in the back yard or take it for walks on his shoulder was my Mougakos said staring at the empty bird cage in his living room The parrot was sitting in a tree in the back yard when they left for a party New Eve When they returned however Charlemagne was nowhere to be found "We went to see a couple of friends When we got back it was dark but not Mougakos said "He was not in sight not in the tree Usually fly in on me and come in the house He stayed out nights before but where he went 1 never not sure what happened I even tried looking for him on tfie ground under the tree" he added "But I couldn't even find a feather" The small bird was four years old Mougakos said His wife Kris bought the bird in Kansas say they (parrots) live to be 25 years she added "They make good Usually Charlemagne would in nearby chicken coops or old buildings "He just wasn't the type to leave He knows the way said he could ask the commission ers to negotiate The court recessed for an hour so Powals could meet with the commis sioners and set up a schedule The hearing was reconvened at 3 in and Powals told Judge Gruccio that at least three commissioners would meet with the union negotiators and would be accompanied by city labor negotiator John Miraglia and City Comptroller Ronald Brandon The judge asked that the sessions begin a new era of cooperation be tween all parties Cericola said the union would again ask for a $3000 across the board increase in one year rather than $4500 over two years to begin negoti ations He said there would be no job action prior to the close of that ses sion 350 May Lose Jobs At Wheaton Tubing MILLVILLE Wheaton Tubing Products officials said riday the plant which employs as many as 350 people is expected to close in the next three or four months with major layoffs taking place now George Straubmullcr vice presi dent and general manager of Wheaton Tubing Products said the expected shutdown is the result of a negotia lions stalemate between the company and the tubing products employees 7 Straubmullcr said 50 to 75 employ ees are being laid off within the next six weeks Wheaton officials contend that the tubing products division is a differentindustry from its glass divisions and that negotiations should be conducted separately with employees in the dif ferent divisions ls Traditionally glass workers earn i' more than workers in the tubing in dustry Wheaton Tubing Products located on 10th Street makes ampules and vials for the pharmaceutical member is entering the growing controversy surrounding the Atlantic County freeholders' intention to assign their clerk to a now position Democrat Nelson Johnson said his support for reeholder Clerk Rosemary DaGrossa wasn't solicited in fact he said he asked her if it was all right to comment So after receiving Ms DaGrossa's permission this week Johnson blasted the GOP freeholders for "taking $200000 for land acquisition land clearance activ ities and housing rehabilitation a Republican It's the second time in recent weeks that the Republican freeholders have been criticized for their actions the first attack coming from a dissident GOP organization The situation involving the $16000 a year position is seemingly one in which there isn't anybody seeing eye to eye with anybody else GOP County Chairman William Ross who preceded Ms DaGrossa as freeholder clerk has made it known that he agree with the Repub lican freeholders' intention The dissident Republican organiza tion agrees with Ross that Ms DaGrossa should be in as freeholder clerk but it feels that Ross should be out as county chairman And the Republican freeholders say Ross should he in as county chairman hut Ms DaGrossa doesn't have what it takes to be a dynamic freeholder clerk Now Johnson who stepped down from his freeholder seal last month is saying that txith Ross and the Repub lican freeholders are all wet "I'm not personally upset but it's not fair that the (GOP) freeholders arc taking cheap shots at her Johnson said comparing her performance with Ross when he was clerk and the comparison is ludicrous "or them to say that is a joke Ross ran an inefficient office" he added just took care of the Republicans but she treated the Re publican and Democratic freeholders the same" Johnson went on to say that the Republican freeholders arc likely looking for a new clerk with more political leanings Ironically the dissident Republican group which includes former ree holder Chairman Robert Gasko is opposing the actions for the opposite reasons That group says Ms DaGrossa is a good Republican and that the free intention to replace her is a sign of the GOP dominated board "selling out to the Democrats" As for Ms DaGrossa she says she doesn't know why being re placed worry about the actions said Schnabel a member of the Association for Environmental Pro tection "Nobody I know clams out in those waters (affected by the ban) There have been no reports of anyone shut down sent to the Associa tion and we would have heard of he said Schnabel said DEP officials showed up twice this week to take samples of clams from his 70 acre bed in the Great Bay He said the checks turned up no tainted clams "Of all the clammers I talked to nobody has seen a drop of oil on the Schnabel said Carl Burns chief of the Haz ardous Substance Control office said that in initial tests taken no contami nated shellfish were found However those tests were taken Tuesday and a second batch of samples must still be analyzed Burns said he know when the test results will be in or when the will be lifted The 300 foot barge Michelle was grounded two miles off Long Beach Island on Jan 4 A small por tion of the 3 million gallons of oil leaked from the vessel causing tar balls to wash up on the island and at Brigantine The barge was refloated Monday In an unrelated matter Schnabel said a meeting with state DEP offi cials will be held in Highlands on Thursday night to get input from clammers for drawing up rules and regulations governing shellfishing The Association filed suit against the DEP last year because its members felt the DEP ignored their opinions in establishing 1979 guide lines That suit was eventually dropped after a county Superior Court judge refused to take jurisdiction over it and sent the case to the Appellate Division Local clammers specifically want to be able to take clams from polluted waters in Monmouth County and set up a relay program here In such a program tainted clams would be put in unpolluted water and cleanse them selves in about 30 days Monmouth elammers have opposed such a program in the hope that a depuration plant in which clams would be cleansed artificially will eventually be set up in that area The meeting will be held at Henry Hudson Regional High School in High lands at 7 pm Port to Reorganize PORT REPUBLIC The Planning Board will hold its reorganization meeting at 8 pm Monday in City Hall No Boat No Accident: Hoax Costly to Guard By MICHAEL POLLOCK Press Staff Writer CAPE MAY POINT A hoax sent a US Coast Guard helicopter patrol boat and six men searching the waters offshore here for 45 minutes riday looking for a burning fishing boat on which three of nine passengers reportedly had been killed Quartermaster Gregory Hubert said that the Coast Guard spent nearly $2000 exclusive of personnel costs responding to the fictitious fire which was called in over CB channel 9 about 4 pm South Cape REACT monitor George Hamner said he picked up a distress call that sounded extremely urgent Variance or Casino Appealed By THOMAS TURCOL Press Staff Writer ATLANTIC CITY A local busi nessman and a resident who object to construction of a Boardwalk casino have appealed the project's variance to the City Commission The two are to variances granted by the city Planning Board to Atlantic Land Limited which is planning to build a casino on the Boardwalk be tween New York and Kentucky ave nues The objectors maintain that the variances granted by the board on Nov 21 violate provisions of the city master plan "This project would change the en tire said George Seltzer attorney for the owners of Tavern one of the appelants "It's a matter of economic self pres According to Seltzer most of the 12 variances allowed Atlantic Land to avoid various setback requirements The company is scheduled to go be fore the city Zoning Board for two additional variances Seltzer said the Planning Board granted the variances without Atlan tic Land having proven a special hardship "After spending all that money for a master plan they ought to be fol lowing it unless some compel ling reason not Seltzer said of the commissioners just no com pelling reason for the variances Seltzer said the owners of local attorney Richard Alten and local accountant Robert Matthews will take the case to court if the commissioners uphold the Planning Board decision The commissioners are set to hear another appeal this one of a Zoning Board decision Monday when they decide whether to uphold the board's decision to allow developer Edgar Sims to build a casino near the state marina City commissioners Edmund Colan zi and Pierre Hollingsworth have disqualified themselves from that case Mayor Joseph Lazarow and commissioners Edwin Roth and Horace Bryant will make the ruling Telethon Auditions Scheduled for Sunday ATLANTIC CITY Several hun dred performers are expected to audi tion at a changed location Sunday for the March of Dimes Telethon The auditions will be conducted from noon to 4 pm in the ballroom of the Ritz Hotel Boardwalk and Iowa Avenue according to Lucille Russo talent coordinator yet somehow aroused his suspicions kept shouting Day May Hamner said "He (the radio operator) said he had to jump of! because it was sinking Hamner said that another voice which claimed to be rescuing the passengers was also heard on the CB channel "He (the rescuer) said he had all of the people out of the boat and three of them were dead" Hamner said Hamner said he believed it was a hoax because the Coast Guard whom Hamner immediately contact ed found no trace of either boat and there was no smoke spotted in the vicinity The "boat" was reported to be one mile south of the point so smoke should have been spotted from the shore according to Hamner Hubert said the prank could have been played by two amateur CB oper ators sitting in parked cars some where in the area spent a fantastic amount of money on Hubert said "We sent out everything we could" Hubert said he was immediately suspicious because large boats the size that could comfortably fit nine people are required by federal law to oe equipped with VH radios not CBs The radio reports indicated that the name of the fictitious burning boat was the while the rescuing vessel was called Jimmy Hubert said the Coast Guard will make a check on any boats with similar names in an attempt to find the pranksters Hubert however ac knowledged that finding them is a remote possibility LOUIS BUETT A Game for Louis Raised $18000 ATLANTIC CITY Security de partments from Caesars cash reward of up to $500 has been offered by Crime Stoppers for information lead ing to the arrest and indictment of a man who robbed a woman in a motel elevator here on New Day The robber was standing on top of the elevator and had removed the plate on its ceiling Pointing a shotgun down at the woman below ne ordered her to stop the elevator between two floors He then forced her to hand over her jewelry and purse The rob bery took place at 8:15 pm on Jan 1 in the Mt Royal Motel The man made off with jewelry valued at $25000 It included a 25 carat diamond ring gold chain with diamonds gold watch bracelet with 12 diamonds gold pendant and a smaller diamond ring Police have no description of the holdup man because he was wearing a ski mask On Jan 9 police recovered the purse in
