Michael Raines, son of Mrs. Ona M. Raines, this city, has been transferred to Washington, O.C., following training for a communications technician seaman apprentice, USN, San Francisco. He completed his study and was graduated from Electronics Technical School at Treasure Island. Businessmen Claim Tax Cut Needed WASHINGTON (PI)- A blue ribbon panel of 175 businessmen, labor leaders, professors and gov ernment officials agrees with the administration that a substantial and permanent tax cut is needed early in 1963.

Tlie administration sponsored conference concluded Thursday that such a step would narrow the gap between the economy's potential to cteate jobs and prod uce goods and its present operating rate. This was precisely the theme expressed by administration speakers to the conference. Had thjy been present at the end of the day when the chairmen of six panels reported on their groups private discussions, the admini stration spokesmen might have! thought they were hearing a van ation on their own theme. There were, of course, differen ces of opinion among the confer ence guests and differences be tween the views of the panels and the administration's thinking. For example, recommendations of the size of a tax cut ranged all the way from $4 billion to $15 billion, ith the heaviest cluster ing in the $6 billion to $12 billion range.

A $4 billion reduction would be too little to suit most1 administration officials, unless it were the first part of a staggered program of tax relief. And highranking official is believed to favor a $15 billion slash.
