MARGARET H.ECKERT Fontana resident Margaret Helen Eckert, 82. of Fontana died of congestive heart failure Sunday at Laurel Avenue Convalescent Hospital in Fontana. Eckert was a native of Wisconsin and lived in San Bernardino County for 45 years. She was a member of the Altar and Rosary Society of St. Joseph's Catholic Church.

Survivors include two sons, David H. of Big Bear Lake and Ronald W. of Fontana; her daughter, Audrey Beringer of Fontana; a sister, Elsie Kluessendorf of Wisconsin; five grandchildren; and four great-grandchildren. Services and burial will be private. Dickey Mortuary is directing.

SUZANNE J. TURNBOW-CHAPMAN Rialto resident Suzanne Julie Turnbow-Chapman, 54, of Riverside, a former Rialto resident, died of heart failure Tuesday at Kaiser Foundation Hospital, Riverside. Turnbow-Chapman, a native of California, lived in Rialto for 12 years. Survivors include her husband, Kenneth Chapman of Riverside; a son, Richard Barta of Riverside; two daughters, Deborah Barta of Riverside and Leslie Barta of Long Beach; and father, Claude Turnbow of San Bernardino. James McCormick, 36, Baker's 1988 Citizen of the Year, was immediately taken by a superior court bailiff to a holding cell. He will begin his sentence at the men's prison in Chino. "By using his position he betrayed his public trust to protect children," said Deputy District Attorney Kay Neshat.

Judge Leroy Simmons denied defense attorney Steve Bremser's request for probation for the ex-deputy, who pleaded guilty Feb. 7 to felony counts of oral copulation and sodomy with a minor. A plea-bargain agreement dismissed three felony and three misdemeanor counts that could have meant a maximum sentence of five years and eight months. "We expect a great deal, perhaps too much, from people in law enforcement," Simmons said. "It's a grant of great public trust with great responsibilities." Alluding to the videotaped March 3 police beating of Rodney King in Los Angeles, the judge said.

"Perhaps the timing of this (sentencing) is unfortunate. But concerns about other police officers betraying the public trust has not influenced theoutcome." Simmons said most people hold police officers "with high esteem and trust. "Where much is given, much also is expected. When we commit acts deserving a punitive response, we expect certain punishment. If not, it seems our confidence in the way the system acts is damaged." Sandoval, a native of Ful-lerton, lived in San Bernardino for 10 years. He attended California State University, Fullerton, and was past president of the Mexican Chamber of Commerce. He was an automobile salesman and owned Plaza Motors on Mount Vernon Avenue.

He also was a guitar player and conducted his own orchestra for many years. Survivors include his wife, Irene; two sons, Frank Jr. of Rialto and Jimmy of Loma Linda; a daughter, Teresa of Loma Linda; a brother, Manuel of San Diego; and two grandchildren.
