TUESDAY, April 9. 1991 The Su3 LOCAL BRIEFS Barstow appoints Brown to 5th council seal By CHUCK MUELLER The Sun's Barstow Bureau BARSTOW Planning Commissioner Bob Brown was appointed to a pivotal fifth seat on the city council Monday night, ending a heated political stalemate. In an unexpected spirit of compromise, Councilman Manuel Gurule nominated Brown, 30, a Held engineer with Goldstone Deep Space Communications complex. He will serve one year then will have to seek re-election to the seat once occupied by Mayor Mai Wessel. "We were tearing the community apart," said Gurule, whose vote broke a 2-2 deadlock.

The effort to name a new council member appeared for election until Gurule made his surprise motion. Only Councilwoman Helen Runyon, who backed Planning Commissioner Ed Thompson, opposed it. The deadlock began Friday when the council failed to name a new councilman. A selection committee composed of Gurule and Wessel had narrowed a field of 14 to two finalists. Brown and Barstow College President John Menzie.

But Menzie withdrew, saying a council post would be incompatible with his superintendent's post. Gurule suggested Monday the council consider drawing lots or flipping a coin to decide between Brown and Thompson. State election code permits that when two or more candidates receive an identical vote, said City Manager Eric Ziegler. "There's nothing to stop the council from making an appointment in any way," Ziegler said. "If the council were to agree on a process, such as a flip of a coin, the council presumably would honor its commitment." Fontana boy seriously injured in go-cart crash FONTANA An 8-year-old Fontana boy was in serious condition Monday after his motorized go-cart went out of control and crashed into a car, police said. The accident occurred as Zac-hary Nylin was southbound on Tamarind Avenue about 5:40 p.m. Friday in a homemade go-cart.

He steered while a friend, Doug Peck, 29, of Fontana, knelt on the back and operated the throttle, Sgt. Terry Boess said. The boy swerved and Peck fell into the street, Boess said. Nylin then struck the front of a pickup near Ivy Avenue. He was flown to Loma Linda University Medical Center, where he was in intensive care Monday, a hospital spokeswoman said.
