"All of a sudden I found myself deep in chunks of cement," he said. "It was dark and I didn't have the strength to scream." The identity and whereabouts of the family that alerted the others could not immediately be determined. Hundreds of firefighters, police and other rescuers surrounded the site, removing the rubble in bucket relays and with bulldozers. The work would keep going through the night, Di Spazio said. "Every moment we lose could mean someone's live," said Salvatore Distasio, president of the Puglia region.

Premier Massimo D'Alema hur- pick up the rest when we had more in stock," Walgreen spokesman Michael Polzin said. "The majority of patients did just that." A statement from Eckerd released after the settlement with Tennessee said the agreement was approved to limit the company's legal costs and was not an admission of wrongdoing. Because Mueller filed his lawsuits under the False Claims Act, he will pocket up to 25 percent of the money the government recovers. That's at least $674,264 in the Walgreen settlement and another $12,350 in the Eckerd settlement, so far. Mueller, who still works part-time for Eckerd, said the lawsuits were not about money.

"It was the American public they were ripping off. We're all taxpayers. We all contribute to the Medicaid system," Mueller said. "I don't believe it would have changed unless someone like me came along." Lottery THURSDAY Daily 3 4, 5, 4 Daily Derby 1st: 12, Lucky Charms. 2nd: 3, Hot Shot.

Antonio Di Spazio said he feared about 50 people had been killed. Many may have died on the stairs, trying to escape. Authorities suspect a structural failure brought down the 30-year-old building. Some residents said workers had been renovating a garage underneath; Di Spazio said that would be investigated. In Rome, politicians' urged Parliament to push through a proposed law that would make buildings subject to periodic inspections.

"It is absurd that cars must undergo periodic checkups while buildings don't," said Cristina Matranga, a lawmaker for the opposition Forza Italia party. Emergency crews evacuated an adjoining building in the neighborhood, a cluster of tidy, well-kept apartment blocs in the city of 150,000. Awakened in the night by the crash and then by screams, neighbors packed balconies to watch the daylong rescue effort. The apartment building fell about 3:15 a.m., and fell hard. Crushing floors and ceilings, it collapsed into rubble about 15 feet high.

A single door stood upright atop the ruin that of the tiny rooftop apartment, its fall cushioned by the floors, pancaked beneath it. Resident Aldo Guidone woke to the noise of the building shaking. Someone rang his doorbell, and then the building dropped from beneath him. Guidone landed flat in the rubble, escaping alive with his son and daughter-in-law. Their 8-year-old son was missing.

"In the heart of the night I heard my bed shake, like an earthquake. Shortfill Contlnued from Page A1 chain, Walgreen agreed in September to pay $7.6 million and revamp its computer system to track and appropriately bill for partially filled prescriptions. The move resolved claims with 25 states and Puerto Rico. Florida IN DEPTH and Ten- nessee filed similar claims as part of a federal suit against Eckerd the drug chain owned by J.C. Penney.

Tennessee settled its portion of the suit last month for $200,000. The lawsuits against Eckerd and Walgreen were originally brought in 1995 by a whistle-blower, Louis Mueller, an Eckerd pharmacist in Clearwater, who watched others shortfilling prescriptions. Mueller says he complained to a supervisor but got nowhere, so he sued. The Justice Department began investigating in 1996 and joined the lawsuits in 1998. The Deerfield, Walgreen was accused of shortfilling 4 million prescriptions and overcharging government health care programs $21 million.

The lawsuit against Largo, Eckerd, the nation's fourth-largest chain, charges it shortfilled 180,000 prescriptions and overcharged $11 million. Mueller's complaint said Eckerd required pharmacists to prorate the price of partially filled prescriptions for cash-paying and privately insured customers, but not for those covered by Medicaid and other government health programs. Walgreen did the same thing, federal authorities say. Walgreen and Eckerd denied any wrongdoing. When Harbor Patrol officers and lifeguards pulled the body from the water, he was still gripping the bottle's cap in his hand. Coroner investigator Alan Burt said there were no signs of foul play.
