No air conditioning. Husbands and wives cooped up together for days. What to do? Hundreds of South Floridians found something to pass the time after Hurricane Andrew. And nine months later, Broward County is greeting Andrew's legacy: a baby boom. Around the county, many hospitals are reporting a surge in births in May, nine months after the storm.

While some of the boom stems from the area's expected population growth, many of the extra births are to families who have moved from hard-hit Dade County. "The past two weeks have been booming," said Janet Friedman, spokeswoman for HCA Northwest Regional Hospital in Margate, Fla. "We have doubled the number of births we had last May, and the month isn't even over." service cuts Budget shortages get the blame WASHINGTON (AP) Visitors to the national parks this summer will find fewer campgrounds open, shorter visitor center hours and fewer rangers on patrol, officials said Wednesday. National Park Service spokesman Duncan Morrow said the cutbacks are being ordered because of a budgetary shortfall of more than $40 million. The department had counted on $250 million in President Clinton's jobs-stimulus package to make up the shortfall.

But the Senate balked at approving the measure. The administration' is hoping, however, that the cutbacks will last only through the summer. Clinton is proposing a 19 percent increase in Park Service operations for 1994, with an overall $300 million budget increase, bringing the total to $1.5 billion. Morrow said the parks began the year by projecting a need for $34 million in additional funds to maintain last year's level of services. That shortfall was increased by major storm damage to several northeastern parks and winter storms in Appalachia.

The Wilderness Society called the situation "a sad commentary." "We've been nickel and diming our national parks for too long, but much of the damage was invisible to the average visitor. The cumulative impact is getting harder and harder to hide," said Wilderness Society President Karin Sheldon. She was also a beautician. She married John K. Herington on Sept. 21, 1930 in Decatur. He preceded her in death Jan.

22, 1905, in Ripley County, the daughter of Clarence K. and Martha E. Jones Barnett. She married Ralph Daubs on Nov. 1, 1922, in Poplar Bluff, Mo.

He preceded her in death Feb. 8, 1974. She was the beloved mother of two sons, Billie J. Daubs of rural Mattoon, Charles K. Daubs of Charleston, S.C.; daughters, B.

Marilyn Stelzleni of St. Louis, Patsy D. Baker and Mrs. Richard (Beatrice Purdeu, both of Sullivan; M. Glenita Shin-gleton of Titusville, sisters, Mildred Martin of Springdale, Ark.

Maxine Tinsley of Saratoga, 29 grandchildren; 43 greatgrandchildren; seven great-greatgrandchildren. She was preceded in death by her beloved children, Freddie who passed away in 1927; Jessie Lea and Neal, who passed away in 1990; Johnnie who passed away in 1993; and a baby girl in 1945. She was also preceded in death by two brothers and two sisters and one granddaughter. Mrs. Daubs was a retired retail clerk, working in the Mattoon and Windsor areas.

She was a member of the First Christian Church of Neoga, a past Noble Grand of the Azure Rebekah Lodge of Neoga, and a member of the Home Extension, Neoga, and VFW Auxiliary. Dick BONDVILLE Steven C. Dick, 34, of Bondville died 5:01 p.m. Monday (May 24, 1993) in Urbana. Services will be 1:30 p.m.

Memorials: United Methodist Church of Hammond. Mr. Dick was born March 18, 1959, in Decatur, the son of John W. and Phyllis Hiltabrand Dick. He graduated from Atwood-Ham-mond High School and was a supervisory mechanic for the Solo Cup Company in Urbana.

He was also a member of the United Methodist Church of Hammond. Surviving are his father, John W. Dick of Hammond; mother, Phyllis Gadbury of Monticello; sister, Kathy Adkisson and husband Steve of Hammond; three stepbrothers; two stepsisters; nephew, Kirk Adkisson of Hammond; niece, Emma Adkisson of Hammond.
