Lee Universi most distinguished teachers and scholars died this week of complications brought on by pneu monia Leyburn was 91 He died Wednesday at Washington County Hospital in Hagerstown Md Leyburn came to in 1 947 as dean of the university He re signed the post in 1955 to devote himself to teaching Leyburn chaired de partment of sociology and anthro pology until 1967 He retired in 1972 with the honor of George Washington Professor Emeritus of Sociology tenure as dean was highlighted by his 10 point pro gram for the academic development The guided curricular progress at in large measure over a quarter cen tury Leybunj held and degrees in economics from Duke University a in eco nomics and social institutions from Princeton University and a doctor ate in sociology from Yale Univer sity larger however) And because the region boasts more corporate headquarters and major services than any place between New York and Atlanta no reason why southeastern Virginia put on a air Jewell said of convention center could be used after the fair to attract na tional conventions to Virginia he continued Or it could be incorpo rated into the superairport which would not be built until about 2010 or 2020 The high speed rail line Poor post fair plans can be a big hazard RICHMOND Several US cities that have hosted fairs have found them selves stuck with huge debts and empty useless buildings once acquisition and rehabilitation of fair prop erties and for refinancing The debt is not expected to be paid off until 2005 As recently as this March blue ribbon panels in the Ten nessee city were trying to hatch plans to revitalize the fair site Abortive efforts included plans for a Knoxville World estival and efforts to save the now razed US Pavilion by turning it into the site for a Christopher Columbus Quincentenary Cele bration rank Jewell director of Valentine Museum and father of fair idea said a fair be held unless campsite is left than the fair organizers found it In the superairport John Kidd executive direc tor of the Richmond Regional Plan ning District Commission which has been working on the superair port project said pegging the fair to the airport may prove the first stumbling block Plans for the superairport have been put on hold until consultants evaluate the feasibility of expand ing the existing airports in Norfolk Richmond or Newport News into a superport he said urther the financially de pressed airline industry reeling from bankruptcies and huge losses among the dominant carriers is re luctant to bear the cost associated with a new airport Kidd said The Denver airport which has taken 1 5 years and $5 billion to complete will open later this year It is the first major airport to be built in the US since the Dallas ort Worth airport in 1976 Kidd also cautioned that all three major eastern Virginia air ports have marshland problems that may preclude large scale devel opment And he noted that pres sures from environmental laws and historic preservation groups may block the rail lines and river cross ings needed to move people to a fair is no problem that be solved with Kidd said I know if money will be no object in this case want to be a cold water continued Kidd who has not seen the slide show become increasingly skeptical on how going to pay for these things I can see the idea and the concept But if you ask anybody in government you do that by the answer would be if some private organi zation wants to do it fine But I bet you if your tax money or mine were involved it would be more diffi he added Jewell suggests that a combina tion of federal transportation and airport funds state backed bonds junk bonds special area taxes and admission fees would pay for the fair A certain amount of persuasion also would be
