Statehouse steps BY KATHLEEN KRELLER IDAHO STATESMAN Idaho has a new governor to day Clement Leroy Ot ter a longtime Idaho Republican politician and Star rancher took office Monday as Gov Jim Risch returned to his old job as lieu tenant governor Otter 64 marked the day by taking the oath of office for a sec ond time in a private ceremony at the Simplot mansion in oothills The mansion former home to former father in law potato baron JR Simplot now belongs to the state and is intended to become the gover residence some day Monday's oath taking was cer emonial Otter signed a legally binding oath of office privately on Thursday and that became ef fective at 12:01 am Monday He will take another ceremonial oath riday at a public ceremony on the Statehouse steps US District Judge Edward Lodge administered the oath in what a news release described as a ceremony for sever al dozen family members and close friends Monday morning The release said Otter used two Bibles one given to him by his father Ben Otter during his first swearing in as lieutenant gover nor in 1987 and a second given to him when he became a member of Congress in 2001 Otter is going to be a great governor" Lodge said in
