also wounds about 40 Robert Reid The Associated Press BAGHDAD A female suicide bomber concealing explosives be neath her black robe struck out side a government complex north east of Baghdad yesterday killing at least 15 people and wounding more than 40 US and Iraqi offi cials said It was the 21st suicide mission carried out by a woman in Iraq this year the US military said as al Qaida and other Sunni militant groups try to regroup from major losses suffered at the hands of US and Iraqi forces The blast occurred about 1 pm as dozens of people were leaving a walled compound that includes a courthouse and the provincial gov office in Baqouba capital of Diyala province and a former al Qaida in Iraq stronghold 35 miles northeast of Baghdad A car bomb across the street from the same compound killed at least 40 people in April It appeared that thelatest attack was timed to maximize casualties since many people were leaving the compound because the gov ernment offices there were to close soon for the day A US military statement said the dead included seven Iraqi po lice and eight civilians Ten police were among the wounded Iraqi authorities said 16 people were killed and 42 wounded was trying to leave the court when the explosion took said one witness who was wound ed by shrapnel but refused to give his name because of fears for his own safety heard some of the injured peo ple saying they saw a woman wear ing a black robe blow herself Al Qaida has been increasingly using women because their black billowing abaya robes easily con ceal explosives Iraqi police often lack enough policewomen to search women carefully The number of female suicide at tacks has risen from eight in 2007 to 21 so far this year according to US military figures Eight of the attacks were in Diyala province Last year US soldiers re gained control of Baqouba which had been declared the capital of the Islamic State of Iraq an al Qai da front organization But the ter ror movement has been trying to regroup in the strategic Diyala province which extends from the Iranian border to the eastern gates of Baghdad To the north a roadside bomb yesterday apparently targeting a police patrol struck a civilian vehi cle instead killing four people near Kirkuk police reported A suicide car bomber attacked a police checkpoint yesterday in the north western city of Mosul wounding 14 people including four police men provincial police said The violence occurred as US and Iraqi authorities are trying to meet a July target date for com pleting a security agreement that would allow American his mother I get to talk to you again happy Airlines 34 countries oppose plan to fingerprint visitors exiting US Spencer Hsu The Washington Post The airline industry and embassies of 34 countries including the members of the European Union are urging the US government to withdraw a plan that would require airlines and cruise lines to collect digital fingerprints of all foreigners be fore they leave the United States starting in August 2009 Their opposition could trigger a battle with Congress and the Bush administration which want the new plan established quickly Airlines said the change would cost the industry $123 billion over 10 years not $35 billion as the De partment of Homeland Security estimated in unveiling the propos al in April Representatives of the affected countries said it is the duty of the US government not private com panies to enforce immigration and border security laws and they raised privacy concerns about companies collecting fingerprints proposal to
