treasurer and accounting manager Keehne started as a bookkeeper with the old W'est Virginia Water and Electric Co of Charleston in 1920 He moved to Roanoke as general bookkeeper in 1926 when Apco was County wants first bid on city reservoir BEDORD If Roanoke decides sell its alling Creek reservoir Bedford County contends it should have the first chance to buy it Max Bradley administrator of the Bed ford County Public Service Authority told the county Board of Supervisors Monday that Roanoke City officials indicated in 1976 that Bedford could have first chance to buy the reservoir if it were ever put up for sale The Public Sendee Authority Bradley said is going to remind the city of this and make sure Bedford County is on record as being interested in buying the reservoir A Roanoke city councilman Hampton Thomas said Monday the alling Creek reservoir is not for sale The reservoir is in Bedford County's western area not far from Vinton which also has an eye on it Another potential purchaser is Roa noke County which recently completed an agreement with Vinton to develop a joint water system in Vinton and the eastern area of Roanoke County Both Vinton and Roanoke County would noon roll call By JOEL TURNER Municipal Affairs Wrrfar A $25 million budget for the Roanoke Redevelopment and Housing Authority was approved Monday by the agen cy's Board of Commissioners The new housing operations budget is up 46 percent over this year's It includes a 7 percent across the board pay raise for the RHA's employees effective Oct 1 This is the same raise City Council granted city workers effective July 1 The RHA's fiscal year begins Oct 1 rather than July 1 in keeping with the fiscal calendar for the federal govern ment The RHA has a separate budget for its redevelopment and community development programs The housing budget includes operations for the agen cy's 10 low rent public housing projects Herbert McBride assistant executive director for the RHA told the board rental income will increase about $101000 in the next fiscal year mainly because of inflation and rising income levels for residents in the low rent hous ing Of $25 minion in revenue a little more than half or an estimated $1297220 will come from rent payments by oc cupants of the RHA's 1500 housing units A little more than $1 million will be provided by the US Department of Housing and Urban Development in the form of an operating subsidy This will be about the same amount as the RHA received this year The largest expense is utilities estimated at $853510 for the new fiscal year Maintenance and related costs are projected at $674600 Administrative costs are estimated at $457180 General expenses including employee fringe benefits are projected at $260300 In another item Monday McBride told the board HUD has told the city it has tentatively allocated funds for 52 units of so called moderate rehabilitation housing under the rent subsidy program The board authorized the RHA officials to make the formal application for the money Under this program McBride said federal funds are available to subsidize rents for low income residents Also Monday the board approved plans and specifica tions for four additional single family houses to be built in the Gainsboro neighborhood The board also approved plans for a new building in the Kimball renewal area to be constructed by the
