so many irrational practices in the world today" Vaughan said a decision whether to reactivate a feasibility study for a nuclear plant probably will be made in less than five years Apco and its parent Regulatory Com mission on its application for a preliminary permit to study a hydroelectric pumped storage project at Brumley Gapin Washing ton County The feasibility study costing $3 mil lion has hung juries and a reversal by the Virginia Supreme Court William Newcomer will face a fourth trial on charges that he murdered another man three years ago Circuit Court Judge Rudolph Bumgardner 111 has con tacted Newcomer's attorneys to attempt to set a date tor the trial near the end of October but nothing is final ac cording to one of the attorneys Bumgardner could not be reached for comment Newcomer is accused of shooting Vernon Staton after an argument and after Staton beat him The three previous trials focused 6n whether Newcomer knew what he was doing and whether his actions constituted self defense Pupils unhurt in bus wreck Southwest Bureau CHILHOWIE Children on their way to Riverside El ementary School escaped serious injury when their bus and a car collided near here Virginia 604 Another bus was dis patched to take the pupils to their school Mayor admits violation VIRGINIA BEACH (AP) Virginia Beach Mayor Pat rick Standing has admitted violating city zoning restrictions by leasing more apartment units than the law allows Standing a former city planning director said he will ask the Planning Commission to rezone the Lakewood West apartment complex so it conforms to its current usage The zoning violation centers on two units in a one story building originally designed for office and storage use Standing was told in 1977 by city building inspector Robert Loher to stop leasing the two additional units since such leasing brought the total units to 26 and violated the allowed 24 unit limit told him to stop and he Loher said ap parently he started using them again Valley wins safety awards The Roanoke Valley received a number of awards for pedestrian safety at a ceremony in Richmond Wednesday ormer Virginia Gov Mills Godwin presented special pedestrian safety awards from the state Department of Transportation to Roanoke County and Norfolk Roanoke County also won a special American Automobile Associa tion citation for improved safety programs Vinton received the AAA award of excellence for its programs and accident record as did Blacksburg and Vir ginia Beach Roanoke and Salem won awards of merit for pedestri an safety as did Wytheville Marion Richmond and Chesa peake Special citations went to a number of localities includ ing Rocky Mount Clifton orge Buena Vista and Martins ville John Clarke division manager for the AAA in Roa noke said the awards were based on an inventory of pro grams and accident records from last year Specific findings from the inventory including both praise and criti cism of the local programs will be discussed with law en forcement officials within the next few weeks he said By ROLAND KIDWELL Stiff Wrlttr House Majority Leader A Philpott today urged that localities cooperate in fighting arson which has increased dramatically in the Roanoke area and Virginia causing ris ing insurance premiums and other increased costs to tax payers Philpott and other speakers at an arson awareness seminar in Roanoke County said arson prevention special ists should be trained by localities to spot fires that are set and to increase prosecution of arsonists Philpott vice chairman of the state Crime Commis sion which sponsored the seminar said smaller volunteer departments could be assisted by larger jurisdictions that have trained arson investigators me arson is one of the major crime problems in Philpott told a gathering of about 200 firefigh ters police officers and insurance company representa tives Philpott a Henry County Democrat said he hoped the one day seminar designed to educate firefighters and in vestigators in spotting arson will increase cooperation be tween insurance companies law enforcement personnel and firefighters Robert Wetherington head of the arson investiga tion unit of the Virginia State Police said the new BI crime reporting system classifying arson as a major crime has assisted in more arsons being investigated by authori ties Wetherington said 1415 arsons were reported in Vir ginia during the first six months of 197? Of those 247 ei ther resulted in an arrest or were otherwise solved through an investigation The 1415 reported arsons did $75 million in damage Wetherington said Of the 247 cases cleared juveniles were involved in 142 Philpott conceded that more arsons are committed through acts of vandalism rather than arson for profit mo tives but he said the fraud perpetrated by dishonest busi nessmen and citizens costs taxpayers millions of dollars each year The thrust of the seminar was arson for profit rings A film instructed firefighters and investigators how to spot possible arsons It advised insurance adjusters to check out the fire claim file to see if insurance was recently purchased on the destroyed property or if the amount of coverage had recently been raised Wetherington said there are still many arsons that are classified as fires of unknown origin He said arson is difficult to investigate because it's only crime that consumes its own Philpott said that in his years as commonwealth's at torney in Henry County he never received a conviction in an arson case that was not accompanied by a confession Eugene Dailey Winchester fire chief said regional cooperation in his area has resulted in a dramatic decrease in arson ire department personnel were sent to a training school and upon their return arson prosecutions increased substantially in the northern Shenandoah VaUey city and surrounding counties toads in Winchester give second thoughts to light ing a fire there he said Wyatt an agent with the Insurance Crime Prevention Institute said a central computer bank the board of directors said He would not discuss the plans Last week and Robert Lee crew captain confirmed that members had discussed temporarily closing because of dwindling membership mechanical failure of crew vehicles and a police investigation into the possible misuse of squad funds Wheaton said after Wednesday's board meeting that suspending operations for 60 to 90 days was discussed but that it was not one of the two plans unanimously approved by the board A source close to the crew however said the shut down is the second plan if city officials do not agree with the first The source would not say what the first plan was Wheaton said the board did not want to release any in formation on the plans before discussing them with Warren Trent Roanoke emergency senices coordinator Hie plan then would have to be presented to City Manager Bern Ew ert Wheaton said Wheaton met with Trent after captains of the other two city volunteer squads complained that they were hav ing to handle
