it Turner a 47 year old Salemite who operates a janitori al service also carries on a personal lay ministry to a com munity of impoverished Indians living on a reservation in Kearns Canyon Ariz Over the past three years he has col lected uncounted pounds of used clothing food medical supplies and toys on their behalf Now he would like to go and live among them He would work with a Wesleyan missionary couple the Rev and Mrs Sam Harmon of Johnson City Tenn who have been ministering to the Navahos for several years The Har mons have just completed a visit to the Turners Active in Shenandoah Wesleyan Chapel for more than 20 years Turner first became interested in the Navahos when he and his wife Betty took their family on a western vacation in the early 1970s He was moved by the plight of the 150000 persons who live in a dry and barren area 7000 feet above sea level and more than 60 miles from common ly needed supplies In the fall of 1973 Turner and other friends purchased a 4 wheel drive vehicle for the many transporta tion needs They displayed it at Crossroads Mall for several days collecting enough funds from interested Western Vir ginians and others to pay the full $6000 cost quickly Many also donated toys and clothing and since then Turner has made many trips to his friends in Arizona Late ly he and his wife have been buying articles at flea mar kets and yard sales Those that cannot be transported are sold and the money placed in a fund for the Navahos As his interest in the Indians has grown Turner has participated in some of their family events including wed dings and fnnerals His problem in transporting himself and his wife to Ar izona at once is primarily money he said He has not sought official church support but has relied on presenting his message and color slides before a number of church school and civic groups He said he is always happy to do this and may be con tacted by calling 389 8420 She is by no means the only admirer who Zoning Map supersedes and replaces the map entitled "Official 1966 Zoning Map City of Roanoke Virginia dated Au gust 29 1966 as amended" and attested and sealed by the city clerk is hereby adopted and made a part of this chapter and supersedes the map entitled "Official 1966 Zoning Map City of Roanoke Virginia" dated August 29 1 966 as heretofore amend ed The "Official 1976 Zoning Map City of Roanoke adopted is hereby made a part of this chapter and all notations references and other information shown thereon shall have the same force and effect as though fully set forth and de scribed this chapter A copy of the "Official 1976 Zoning Map City of Roanoke Virginia" identified and authenticated by the sig nature of the mayor shall be permanently filed in the office of the city clerk and no changes shall be made on said copy of map such changes as may hereafter be made of the boundaries of the several districts shown on said copy of map or of the notations references explanatory matter and other information contained thereon to be made and shown upon the official map and upon the series or atlas of maps of the aforesaid districts hereinafter provided for There shall be forthwith prepared by the city engineer upon sets of the series or atlas of maps of the city known and referred to as the Tax Appraisal Maps of the City of Roanoke exact copies of so much as is shown on the "Official 1976 Zoning Map City of Roanoke Virginia" as may be transferred to and shown on each sheet of said Tax Appraisal Map of the City of Roanoke relating to the boundaries of the districts mentioned in the preceding section of this chapter after preparation of which set of series or atlas maps one set each page of which shall be entitled "Sheet No Sectional 1976 Zone Map City of Roanoke as amended to (date)" and authenticated by signature of the city clerk shall be lodged kept and maintained in the office of the city engineer and regardless of the existence of purported the zoning map herein adopted or of copies of amendments there to the "Official 1976 Zoning Map City of Roanoke Virginia" and the set of series or atlas sheet maps made therefrom as aforesaid and as said sheet maps may from time to time hereafter be changed as provided in this chapter and lodged in said city engi neer's office together with tfie record of ordinances in city clerk's office shall be the final authority as to the current zoning status or classification of lands buildings and other structures in the city Copy sets of said sectional sheet maps shall be kept and main tained in current form in the office of the city planning commis sion the office of the board of zoning appeals and the office of the building commissioner The city engineer upon receipt from the city clerk of attested copies of ordinance of the council mak ing changes in the boundaries of the districts shown on said zon ing maps shall keep current the official reproducible zoning map the reproducible sectional zoning maps and the several sets of sectional sheet maps in each of the aforesaid offices Replacement and revision of officio! zoning map If the official zoning map herein adopted becomes damaged destroyed lost or difficult to interpret by reason of the nature or number of changes and additions the council may by ordinance adopt a new official zoning map which shall supersede the official zoning map herein adopted Such new official zoning map may correct drafting or other errors or omissions in the prior official zoning map but no such correction shall have the effect of amending the original official zoning map or any subsequent amendment thereof In the event of loss damage or destruction of the original zoning map such new map shall place each piece of property in the same district as on the original as nearly as can be determined from available evidence Such new official zoning map shall be identified by the sig nature of the mayor attested by the city clerk and bearing the seal of the city under the following words: "This is to certify that this official zoning map supersedes and replaces the official zon ing map adopted (date) 1 976 under the provisions of section 3 of the zoning ordinance with amendments subsequently made thereto" Unless the prior official zoning map is lost or has been totally destroyed the map or any significant parts remaining shall be preserved together with all records of city council regarding its adoption and amendment Rules for interpretation of district boundaries Where uncertainty exists as to the boundaries of districts as shown on the official zoning map the following rules shall apply 1 District boundaries indicated as approximately following the center lines of streets highways or alleys shall be construed to follow such center lines 2 District boundaries indicated as approximately following platted lot lines shall be construed as following such lot lines 3 District boundaries indicated as approximately following city limits shall be construed as following city limits 4 If city limits are changed to remove territory from the city district boundaries shall be construed as moving with city limits 5 In case of annexation to the city or in case property comes into the territorial jurisdiction of the city other than by annexation the regulations applying to the RS 1 residential dis trict shall be construed to apply to all such annexed or new terri tory pending orderly amendment of the ordinance 6 District boundaries indicated as following railroad lines shall be construed as being midway between the mam tracks 7 District boundaries indicated as following center lines of streams or other bodies of water shall be construed as following such center lines and in the event such center lines move shall be construed as moving with them 8 District boundaries indicated as following shore lines shall be construed to following such shore lines and in the event of change in the shore line shall be construed as moving witn the actual shore line 9 District boundaries indicated as approximately parallel to or extension of features indicated above shall be so construed and at such distances therefrom as indicated on the official zoning map Distances not specifically indicated on the official zoning map shall be determined by the scale of the map 10 Where there is any uncertainty concerning the location of a district boundary not resolved by the application of the above rules or were'natural or man made features existing are at vari ance with those shown on the official zoning map the board of zoning appeals after notice to owners of property affected and general public notice as required in connection with public hear ings before the board of zoning appeals shall hold a public hear ing and after the hearing may interpret the map in such a way as to carry out the intent and purpose of this ordinance for the par ticular section or district tn question In so doing the board shall not rezone property or substantially change 1he location of district boundaries as established by this ordinance 11 Where a district boundary divided a lot in single owner ship at the time of passage or amendment of this ordinance the board of zoning appeals may as a special exception permit the extension of regulations for either portion of the lot not to exceed 50 feet heyond the district boundary
