second time Monday calling for advances in education and eco nomic development and for an "Idaho of The Democrat took the oath of office as governor for his third term just before noon in 30 degree weather beneath an overcast sky He then delivered his inaugu ral address to a crowd of about 1000 people from a temporary wooden platform built on the southern steps of the state Capi tol Andrus succeeds John Evans who served as governor for just less than 10 years after succeed ing Andrus in 1977 Evans stood with Andrus and presented him to Chief Justice Allan Shepard for the oath of office The new governor 55 is a native of Hood River Ore and a three term state senator Andrus was secretary of the Interior dur ing the Carter administration Six other statewide elected offi cials also were for the seven officials took about 10 minutes More than two dozen legisla tors including House Speaker Tom Boyd Genesee and Sen ate President Pro Tern Jim Risch Boise attended the cere mony The ceremony was conducted by state Adjutant General Darrell Manning The Idaho National Guard provided the traditional 19 gun salute to the incoming offi cials The new governor delivered a 10 minute speech similar in length tone and structure to his first in 1971 including as that one did a quote from former President John Kennedy An second inaugural speech in 1975 was slightly shorter But while the 1971 address fo cused on protecting the environ ment and healing societal wounds of the this speech em phasized economic challenges and the need for improvements in education It addressed those started Monday even before he was sworn into office at the very end of a lousy 24 hours for Susan McDermott McDermott Boise a geriatric nurse practitioner had tried to fly into Boise on Sunday night but had been blocked by fog and had spent the night in Portland in stead The cabbie who drove her home from Boise Municipal Air port on Monday morning pointed out worse news when he reached her house: A tire on car was flat She had difficulty changing it and was reading an instruction manual when a voice behind her said are you coming with that The voice belonged to Andrus whom she never had met Andrus had driven past and noticed her anxiously reading the manual I need some help with McDermott said and the governor elect a couple of hours away from assuming office spent about 10 minutes helping her change the tire then we she said I said something like Tm glad I passed out those pamphlets for you on Election It was a highlight of day but only the beginning of He arrived at the Statehouse at 11 am about 10 minutes before outgoing Gov John Evans and chatted with friends and relatives in the office When Evans arrived at the of fice Andrus invited him in but the incumbent said he first wanted to say goodbye to his em ployees He and most of his office staff met for several minutes in the conference room Many staffers were teary eyed af terward and Lola Evans the out going Press NEW YORK The stock market soared to record levels Monday as investors extended an early 1987 buying spree after late tax related sell off The Dow Jones average of 30 industrials jumped 4401 to 197132 topping the previous closing high of 195557 set Dec 2 and the previous biggest one day point increase of 4341 points set Nov 3 1982 The closely watched average ended riday with a 3136 point gain Gainers outnumbered losers more than 7 to 1 among issues listed on the New York Stock Ex change Volume on the Big Board totaled 18185 million shares The sharp gains surprised most traders who attributed much of the rally to the end of year end tax selling pressure which was particularly acute in 1986 due to changes in the tax law late December there hnvnr nw where to be said Michael Metz a computerized buy programs many were reluctant to let go of their stocks because they hoped to receive higher prices in future sessions analysts said Jack Baker a stock analyst for Shearson Leh man Brothers Inc said many traders returned to the market Monday after a long holiday respite with a generally positive attitude about prospects for economic growth and lower interest rates in 1987 Baker Congress greets Reagan spending plan with skepticism Plan brings costs cuts By MARTIN CRUTSINGER The Associated Press WASHINGTON President Reagan proposed the first trillion dollar budget on Mon day running into immediate con gressional skepticism over his plans to trim the deficit and cut dozens of domestic programs while adding billions to Pentagon spending The $1024 trillion budget for the 1988 fiscal year an increase of 09 percent over estimated spend ing for this year offered a re newed attack on the soaring budget deficits that have bedev iled the country during the Rea gan presidency But Reagan held firm against any general1 tax increase to re duce the red ink Rep Jim Wright Texas who will be come speaker of the House last month proposed increasing taxes on the wealthy officials By MIRIAM BARR The Idaho Statesman CALDWELL The Cald well City Council failed to reappoint city department offi cials Monday night resulting in an abrupt adjournment of the meeting Mayor Pete Cowles upset because the council voted 3 to 2 to table a motion to reappoint city department officials re cessed the meeting walked out of the council chambers for couple returned and adjourned the meeting he said Cowles said later Monday night that he called appointed city officials who were not in attendance at the meeting and told them they had not been reappointed so to show up for today reappoint all the officers Councilwoman Patricia Mallea was ill at home Boise committee aooroves design of Towne Square mall By BETSY ZE The Idaho Statesman Designs for the proposed Boise Towne Square regional shopping mall in West Boise won approval by the city Design Review Com mittee on Monday clearing the way for Price Development Co to seek building The company hopes to begin construction this spring on an 879000 square foot shopping mall which is to include The Bon JC Penney Sears and 175 smaller shops delighted to be ap proved and to be off and run said Tom Mulkey of Price project manager for the mall Mulkey said he would submit ap plications for building permits in ebruary with the hope of begin ning construction in March The mall is scheduled for completion in the fall of 1988 The two story mall according to designs approved by the com mittee will be of natural toned split faced concrete block with dark burgundy brick accents A series of pointed two story arches will mark the entryway and in side the design will include sky lights planters benches a 300 seat food court on the upstairs level and escalators elevators and stairs The committee cited a number of concerns about the landscaping and setup of the site Mulkey said the company was amenable to suggestions for more planters and trees in the parking lot benches and bicycle racks outside mall en trances and fewer
