(TA) of the US Department of Transportation under: Section 3 andor Section 3(aX1)) andor Sectton 9 andor Section 26 of the ederal Transit Act Amendments of 1991 (the Act) andor Interstate Tran sfer unds andor funds available for transit use under the Title I of ISTEA for NYC Transit MaBSTOA LIRR and MNR capital and operating pro jects MTA particularly solicits and encourages the participation of private transportation providers and invites their com ments and views The Governor of the State of New York local officials and publicly owned operators of mass transporta tion services have
