'U Cecil Andrus tried to end his term as governor of Idaho quietly Monday leaving the focus of attention on his successor But he didn entirely succeed Andrus officially became ex governor at 10:58 am when the Idaho House of Representatives passed a res olution accepting his resignation as required by Idaho law The resolution was passed earlier by the Senate But first the legislators adopted a semester student fee hike to raise about $10 million for a multipurpose pavilion at Boise State University will be recommended to the Idaho Board of Higher Educa tion next month according to a re port released Monday The recommendation is included in a 39 page report prepared by a 15 member committee of BSU stu dents alumni and officials that for the past five months has been checking the need for a pavilion The report will be submitted to the state board at its next meeting eb 3 and 4 at BSU State board members last July to $100 a semester The BSUreport was written so trustees would know what BSU would4 like done with theadditional money if a fee 'increase was approved committee members said BSU President John Barnes said Monday he had not yet studied the report and may make different re
