The bills that are plaguing members of Congress in this final session before the election are money bills. Many of these proposed appropriations seem to be slanted to influence voters.

This is not al" together the fault of the congressmen. It is more the fault of the people who promote such legislation. Such people use these schemes with intimidation and threats to the candidate. If he does not support their legislation, they will work against him. This is a vicious game, not conducive to good or free government.

Many of the large organized groups and organizations have pul up impressive office buildings in the national capitol and state capitols, close to the seat of government from which they operate powerful lobbies. This often results in government by lobbies rather than by legislators and statesmen And selfish interests are served al the expense of the taxpayer. Lobbies can serve a good purpose, if they don't turn into pressure groups. The individual congressman or legislator does not have the time to make the necessary research into the various problems in our multiple and complex society. He should listen to an able and sincere lobbyist with an open mind and weigh this information how it will effect the general public and his own constit uents, Then he should be free to exercise his own best judgment without pressure.

If you already own a machine, you can't afford not to use it, However, during past years custom operations have been fairly stable and efficient. With most, it is a business, and they do a satisfactory job. Present estimates have it that 5,000 out-of-state combines will be used in Kansas, plus 4,000 Kansas combines working out of their home area. Cutting rates are running at about last year's level of $3.50 to $4.50 per acre. What about buying and operating your own machine? You should consider (1) Whether you will use it enough lo justify ownership, (2) Whether you can get custom service when you want it, (3) if a possible delay of- operation would cause losses greater than the savings by custom cutters, (4) The personal satisfaction of owning a machine and (5) The outlay of money necessary to own a combine.

In a. recent publication, "What it costs to use Farm Machinery" SB-417, released by Kansas State University, researchers found it cost $3.60 pet acre, under the conditions specified. If custom fates were $3.50 per acre, a farmer would want to consider hiring. If you hire a custom operator and do other work while he is harvesting, your lime may be worth as much as if you driving the machine. Mr.
