Butler County, which went Democratic in registration this year, nevertheless gave Thornburgh a 3,458 lead over Ertel and Heinz a 13,000 lead over Wecht. Republicans and Democrats are about even in Armstrong County, but the voters gave Ertel a win of 1,553 votes while boosting Heinz over Wecht by 3,992 votes.

Westmoreland County has a Democratic registration advantage of almost 68,000. Heinz carried the county by 18,000 votes and Thornburgh lost it by only 4,709. In Cambria County, Democrats lead Republicans in registration by 23,836, but provided Ertel with a majority of only 6,391 while handing Heinz a win by 6,784. "There is no question, the local boy has some effect," said William Joseph, the Democratic chairman in Cambria. He recognized that money and advertising had their effect as well.

"They deluged this area. They saturated it," Joseph said. "As usual, the Democrats did not have the money." (Continued from Page 1). In Allegheny County, with all but one of the 1,286 districts counted unofficially, the Thornburgh-Ertel vote was: Thornburgh 249,742 Ertel 241,945 Southwestern counties with Democratic majorities In registration were kind to both Republican candidates, but in general were kinder to Heinz than Thornburgh. Washington County, which has a Democratic majority of 44,000, gave Ertel only 10,101 more votes than Thornburgh and provided Heinz with 4,292 over Wecht.

Olga Woodward, Democratic chairwoman in Washington County, said residence was a factor. "Southwestern Pennsylvania always gives a candidate from a bordering county an advantage," she said. Beaver County, which has a Democratic majority of more than 2 to 1, gave Ertel a lead over Thornburgh of only 12,176 votes but pushed Heinz ahead of Wecht by 3,992. Fayette County is hugely Democratic but provided Ertel with a majority of only 12,176 over Thorn Hatley Mason Post-Gazette shows counties that voted for Allen Ertel (shaded) and Richard Thornburgh in governor's race. In South Dakota, voters were asked whether they would give communities the option of allowing gambling. Fifty-eight percent said no. The question in Montana was whether to allow blackjack, punch-boards, and electronic machines that simulate card games. Sixty-two percent of the voters said no.

North Dakota's year-old gam-bling-for-charity law has provided 4,500 jobs in the state and produced S12 million for charities. agenda at stake, officials in both parties feel the administration will make an effort to work with Man-derino but also will court wavering House Democrats who might have to vote with Republicans on some matters to satisfy the concerns of their constituents. Some officials also believe that, at times when Republicans and Democrats are deadlocked over an issue, Thornburgh or Hager may seek public support for their proposals, urging Pennsylvanians to pressure their legislators to vote for the compensation. Manderino and Hager agreed that the liquor proposal will not be ap-provea next year because of widespread Democratic opposition, which is now more meaningful with their control over the House, and lingering problems in getting Senate Republicans behind the initiative. But with regard to the unemployment compensation system, which owes about $2 billion to the federal government, both sides agreed that reforms would have to be passed next year.

Voters in four states across the country's northern tier considered legalizing some form of gambling and the outcome was a split two said yes; two said no. Gambling on blackjack and "pull tabs" lucky chances fished out of a jar will continue to be legal in North Dakota, where it was first approved in 1981. Minnesota ns are adding betting on horse racing to their already existing forms of gambling bingo and raffles held by non-profit organizations. The proposal was ap- measures. Administration officials could not be reached for comment yesterday.

But Thornburgh, appearing at a news conference in Philadelphia, said he hoped the House Democratic leadership will display "an attitude that bespeaks a desire to cooperate and make common cause where we can." Whatever strategy is adopted, however, officials say that the parties are likely to battle next year over Thornburgh's plan for the liquor stores and over unemployment (Continued from Page 1) Republicans have been doing with Democratic proposals. Also, party leaders pointed out, Democrats will now be able to cjosely scrutinize Thornburgh's an- SuaT budgets. And they now can use leir Subpoena power to launch investigations of administration activities if the governor does not provide them with the information about executive departments and 4getrcies that they seek. Mayemik, helped by an edge of 2,500 registered Democrats in the 29th, even took Ross, Heiser's home district. He won there by 831 votes. The seat in the 25th Legislative District was left vulnerable by the retirement of state Rep.

Lee Taddo-nio, R-Murrysville. Democrats took the seat for the first time since the district was created 12 years ago as Joseph Markosek beat Republican Dorothy Pack there. The district straddles Allegheny and Westmoreland counties. Pack, who is president of Murrysville's council, made her strongest showing in Westmoreland. But since 80 percent of the district lies in Allegheny County, Markosek had 2-to-l Democratic voter edge over Pack.

He defeated his opponent 10,607 to 8,681. A much closer race emerged in the 32nd Legislative District in the east suburbs. Penn Hills Councilman Tony DeLuca defeated incumbent state Rep. Albert Rasco, R-Penn Hills, by a scant 195 votes. DeLuca received 10,257 votes to Rasco's 10,062.

The victory provided another key seat for Democrats in the House. Republicans retained a seat in another close race in the South Hills. In the 41st Legislative District, Democrat Nello Fiore conceded the contest late Tuesday when returns showed he lagged only 88 votes behind Republican Ray Book. The gap between the two candidates had widened by the time final results were released, but Book still beat Fiore, 11,175 to 10,644, to keep the seat in Republican hands. The results also were close in the race between Pecora and Zavarella for the state Senate.

Incumbent Pecora said the returns were much closer than he had expected, as he won by just 1,705 votes. He defeated Zavarella 41,257 votes to 39,552. $ylVicki Jarmulowski Posf-Gazette Staff Writer Democratic victories in raees, for the state Legislature in suburban Pittsburgh helped tip the scales in favor of the party in the sjtaje, House. County and state Democrats had targeted the seat in the 29th Legislative District in the North Hills, and West View Councilman David Wavernik did not let them down. IJ. -r.

The unofficial vote was 710,382 to 2,403,256. "Voters rejected the sales tax, not the train," Casey said.

"Our research indicated the people want htgb-speed passenger service, but they don't want to finance it with a sales tax." Casey interpreted the vote as a directive to look for alternative wyS to finance the project and to phase it rather than build it all at once. jHe also was encouraged by the election of Democrat Richard Celeste as governor. Celeste has supported the rail project plan, but only if it is constructed in stages and financed through means other than a sales tax. Ohio Gov. James Rhodes took no public stand on the issue.

i view this as a mandate from the governor-elect and from the voters," Casey said. "This will be like a new start for us on this project." -He also said the vote is a relief because it now shows how voters stand on the issue of raising the state sales tax. are 13 other states plan-mflg high-speed rail projects and none of them have proposed financing through sales taxes," he said.
