A joint committee of tbe legislature granted a hearing to tbe attorneys ofthe railroad and telegrah companies and among other arguments advanced was the fact that the bill requires tbe companies to'report their gross incomes, including all moneys and credits, but allows no deduction whatever for any indebtedness. The provision tequiring tbat the franchises of companies be taxed was daaounced as positively absurd for tbe reason tbat franchises are given away in Michigan, andshenca have no value. Another serious objection to the bill was that it provided a penalty of 50 per cent and final forfeiture of charter of the company fails to pay its taxes promptly, whereas in the case of all other property a penalty of only 1 per cent and costs is added. Tha scheme was branded ae'one not to provide equal taxation, as its advocates insist, but to make taxation unequal and unjist, and tbe backers of tbe bill were sdviied to cease standing before the people in a false light and honestly admit tbat, as compared with tbe plan of taxing other property, tbe intent of this law is to make.otber taxation unequal and should ba called robbery.
