arrest Saturday of a New ark man who was charged in connection with the May 9 hit and run death of a 61 year old Jersey City woman The accident at 9 am on Route 440 killed Mary Kujava as she was crossing the high way near Danforth Avenue ollowing leads gathered during two days of roadblock questioning at the accident scene Newark Police arrested Jose James 33 an unemployed construction worker at his home said Officer James Cor ley of the Traffic Safety Unit of the Jersey City Police Department James was charged with death by auto and tampering with evidence Corley said Po lice determined that James had made repairs to his blue 1982 Nissan following the acci dent and changed the vehicle's license plates Corley said The suspect was turned over to Jersey City Police and brought to Hudson County Jail where he was to be held until his arraignment today in Cen tral Judicial Processing Court Corley said James reportedly told po lice his car struck Kujava while he was trying to find his supplements to Chapter 22 (Ref use) Article 1 (Refuse) of the Jer sey City Code is hereby adopted ARTICLE lRUUSE Sec 22 8 Duty to provide refuse re ceptacles approved contaners (ana plastic bags (a) There shall be provided for each premises (disposable plastic bags or jrefuse containers suffi cient in size and number to hold the retuse accumulating between col lection plastic bags shall be water proof ana capable of noiaing their contents without leakage spillage or tearing Pieastic bags contain ing refuse shall be kept securely seaiea or tied so as to prevent leak age or spillage (b) Piawic bags containing ref use shall be ll) kept securely sealed or tied so as to prevent spillage or leak age and (2) kept at all time in refuse con tainers which conform to para graphic) (c) Refuse containers shall not be smaller than ten (10) gallons nor larger than thirty two (32) gallons and shall be constructed of materi al capable of holding refuse with out leakage or spillage Retuse con
