the ceremonies joint committee from the House and Senate escorted the Governor elect from his office to the hall and the exercises were opened with prayer byev Dr Hodge Judge Cardwell of the su preme court of appeals and for many years Speaker of the House of Delegates administered the oath of office after which Gov Tyler deliv ered a brief address Company of the irst Regiment under Capt Mills and headed by the irst Regiment band escorted Gov Tyler to the Executive Mansion where a reception will bo held to night Gov Inaugural Address Gentlemen of tbe Legislature of Virginia: I make most profound and sincere acknowledgement of your kind invi tation to have these inaugural cere monies in your presence and in this hall hallowed by the memory of so many sacred events in the history of our beloved State It seems to me that there is something of eminent appro priateness in the executive of a State subscribing to his oath of of fice before a justice of the highest court in the commonwealth and in the presence of tbe law making body It is a common point upon which these three separate and co ordinato departments of the government can come together as for a moment and clasping hands give to each other in spiration for the faithful discharge of the high and sacred duties that have been imposed upon them by a cou fiding people In all our work let us remember that we have taken sol emn oaths sanctified as has been the case today by the prayers of the saintly man of God whose reverent voice on so many similar occasions has made petition to a heavenly throne for wisdom and guidance for the rulers of our great common wealth Let us not forget that we have pledged the best services we can render and without fear favor or affection resolve that wo will faith fully discharge our duties You have' already shown in 30 days of your session that you are fully alive to the needs of the people and I am aware of the fact that this is not the time or hour for me to dwell in detail on measures I might bring to your attention At the proper time I may make suggestions on special subjects with the hope of aiding you in the discharge of your arduous du ties The present has its duties and its problems no less urgent and moment ous than the past I believe in that sublime and political proverb: nal vigilance is the price of As a fitting preparation for the exer cise of such vigilance I am glad to say here at tho outset that to what ever duties the present calls me I can bring an unfettered uncommit ted untrammeled freedom of thought and of action monwealth can truthfully that sonal ambition ever made any or promise either as to men or meas ures I have borne the commission of the Democratic party as set forth in its platform of principles and to that only do I stand committed I would not thus emphasize a condi tion that should accompany all ser vice save for the fact that it may be of benefit to the young men of my State Too many evil minded men are gaining public vantage ground in the various commonwealths of our American republic by the shameless barter of sacred trusts and tho use of improper means for self aggran dizement Too often the minds of the young are led to believe that the old time honor and dignity public station has departed I cyi say to our Virginia boys that the jreople are true and kind and honorable I have gone among themand found that the high ideals of 6ur political system have not departed from them And as I stand bere'lody virtual ly in the eyes of all tho Virginians I would say to the men of my State resist the insidious increepings of the scheming dem imported barterer of remain true to the this noble State co nmit your ways with purity in priva life and let all your public aspirati ons accord with an became responsible for her appearance in police court Mon day morning on which she was re leasod from custody She said it was her first jag Workmen Lose Pay for Legal Holidays Navy yard workmen are exercised over a recent order issued and signed by the commandant which debars those from receiving pay for legal holidays who have not made fulltime for the day preceding A number of workers in every one of the departments have in this way lost their pay for Christmas Day and an instance is given of a workman 1 a tti 4 ih a cirri vnefor wuvj uy ul uiu day morning five minutes after 8 the hour for beginning work lost his pay for the New Year holi day In accordance with the' cus tom he had to wait until 9 be fore going to work and the loss of an time brought him under the restriction Th6 order under which the men have heretofore been working pro vides that in order to draw pay for a legal holiday workmen be at work the day previous This has been construed to mean that the men might put in any portion of a day and be entitled to draw their holiday pay The matter in all probability will be appealed to the Secretary of the Navy and it Is likely that action will be taken also to prevent the re duction of wages in tbe navy yard A similar reduction was averted two years ago by representation made to the Secretary of the Navy by a dele gation from this section Wage Reduced at the Navy Yard The new order in regard to the re duction of wages in the avy yard went into effect today The order affects heavy forgers upholsterers house carpenters oakum spinners laborers and teamsters the
